- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE DOES NOT COMMIT THE GOVERNMENT TO ANY INCURRED COSTS IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES. PURPOSE The purpose of this Request for Information (RFI) is to obtain industry comments on the draft Statement of Work (SOW), to determine interest in participation, and to determine the availability of potential small businesses (e.g., 8(a) business development participants, HUBZone small business concerns, service disabled veteran-owned small business concerns, and economically disadvantaged women owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns) that can provide services for the Walter Reed National Military Medical Center requirement and it s remote sites under the Department of Defense Joint Medical Facilities in the National Capital Area/National Capital Region. The information from this market research will help the Department of Veterans Affairs plan their acquisition strategy. Firms are strongly encouraged to provide comments, questions, and suggestions relative to the project scope, methodologies and technologies, and approach. Any input that businesses or interested parties would like to provide will be reviewed and considered. INFORMATION CONTAINED IN THIS DOCUMENT The contractor is required to provide assessment and installation of Modern and HSPD-12 compliant PACS with ESS. Work may be performed designated locations across the United States. Inherent in providing these services, the Contractor shall provide the supervision and management effort necessary for efficient and effective administration and control of work performed under this SOW. Scope of the Product, Service, or Outcome: The Mission of the VA is to fulfill President Lincoln's promise: "To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's Veterans. The VA is an organization that provides a multitude of services to America s Veterans and their families. Most of the facilities are oriented to medical care. However, the VA has a large number of business centers. Additionally, the VA provides cemeteries to Veterans and spouses to let them rest in peace in recognition of service to this great Nation. VA facilities range from several floors of leased space in a Federal Building to sprawling campuses that cover dozens of acres with upwards of a hundred buildings. Medical service areas include the most sensitive care requiring the greatest concern for patient and family safety. Any entity considering responding to this RFI should consider the sensitivity of working in facilities where mistakes could cause irreparable harm to patients. Additionally, respondents should consider the necessity of care while working around (and eventually securing) Private Individual Information and the consequences of any breach of trust. This Modernization is focused on: Delivering compliant systems to VA facilities that do no not impact delivery of services to Veterans during installation. Provide complaint systems that meet VA OIT specifications and concerns Have reliability of over 99% in the VA environs Allow for providing security at sustainable costs with an eye for how to reduce costs where the investment would not otherwise be to the VAs benefit. Fall in line with recent National project schema where architecture and topology are predictable/repeatable/and normalized for an Agency that is meant by mission to be; generally open to the Veterans, staff, families, associates and our citizens. Contractors shall be able to provide their ability to: Install and remediate at a minimum of fifteen (15) VA facilities (Medical Centers and or Regional Business Offices during a one year period. Demonstrate experience installing/integrating security systems in a hospital/medical center environment. Support after project warranty services at all remediation sites awarded. Have available or establish a security systems laboratory facility to test and configure the various devices/systems. Have the proper certifications necessary for all systems to be installed/remediated. The Contractor shall provide the VA goods and services in accordance with the SOW and all applicable laws, rules and regulations. Please include the contract number and expiration date for each. NAICS code 541519 - Other Computer Related Services has been selected for this requirement. If NAICS code 541519 is not appropriate, which code do your believe is the most appropriate for a potential solicitation? Is the SOW and the required tasks/objectives to be performed clearly defined? Do you understand the Government s requirements? If not, what information could be added, removed, and/or modified? Are any requirements or performance objectives of the draft SOW overly restrictive? Are there any risks of performance, cost, and/or schedule that are identifiable in the SOW? How might these risks be mitigated? What are potential cost drivers associated with the SOW (including other direct costs and travel)? Please provide a listing of the most applicable labor categories associated with this requirement. At a minimum provide a table with the anticipated key personnel labor categories, with minimum education and experience requirements. The Contracting Officer intends to award a Firm-Fixed Price (FFP) contract. If a FFP contract award is inappropriate, please provide the recommended contract type and a brief explanation as to why a FFP award is inappropriate. Please provide a detailed description of your company s (including its teammates, if applicable) past and current experience that are the same or similar in scope to the SOW, and demonstrated technical capabilities to perform the subject requirement. Essential is any description of work in the Hospital environs; especially that work within VA facilities. Correspondingly, an essential element is the demonstration of work covering multiple projects across the country. Past experience must have been performed within the last three years. Responders must address all tasks and additional requirements. In order to be considered capable for a given acquisition, contractors must show experience and capability in all of the tasks and any corresponding Additional Requirements, if applicable. Contractors should not submit partial responses, which do not address all of the tasks and any Additional Requirements for an acquisition. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this request for information. SUBMISSION INFORMATION Responses shall be no more than 8 pages in addition to the standard informational or promotional literature of the submitting entity. Pages submitted for resumes will not count against total page count. Responses must be in 8.5 x 11 inch format with one inch margins using 12 point font (Times New Roman or Arial), single spaced. Font size for graphics and tables is 10 point (Times New Roman or Arial). Marketing material is strongly discouraged, and limited to 1 page which counts against the page count limits described above.
