- This is a synopsis for noncommercial items prepared in accordance with the format in FAR Part 13 Simplified Acquisition Procedures as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This procurement is being processed as a 100% Set Aside to Women-Owned Small Businesses (WOSB) eligible under the WOSB Program, as concurred with by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Office of Small Business Programs. The North American Industry Classification System (NAICS) Code for this procurement is 333514. The Small Business Size Standard is 500 Employees. NUWCDIVNPT intends to purchase the following Low Radar Cross Section Mast parts: Item Description Quantity 0001 Lower Adapter, P/N 05054007 2 0002 Split Adapter, Starboard, P/N 05054008 2 0003 Split Adapter, Port, P/N 05054009 2 0004 Upper Adapter, P/N 05054011 2 0005 Shock Bumper Adapter, Starboard, P/N 05054012 2 0006 Shock Bumper Adapter, Port, P/N 05054013 2 The above required items are to be manufactured in accordance with the applicable attached drawings. NOTE : The technical specification drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DoD and U.S. DoD contractors with a valid Joint Certification Program (JCP) certification. The drawings are uploaded to FBO as an attachment with access restricted to JCP-certified companies only. Only potential offerors with an active registration in JCP will be able to access the drawings. Please visit https://www.dlis.dla.mil/jcp/ for further details on the program and registration. To access the drawings, your account in FBO needs to reflect your JCP certification. Required delivery is August 1, 2017. F.O.B. Destination Naval Station Newport; Newport, RI. Offerors must be registered in the System for Award Management (SAM) ( https://www.sam.gov/portal/public/SAM ) to be eligible for award. Instructions for registration are available at the website. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The anticipated release date of solicitation N66604-17-Q-2463 is June 20, 2017. The closing date for receipt of quotes will be established in the RFQ. The Government intends to award a single Firm Fixed Price purchase order to the eligible, responsible offeror whose offer represents the lowest price technically acceptable offer. The solicitation will be posted to the FEDBIZOPPS website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring this site for any amendments. In order to be determined technically acceptable: (1) the offeror must quote the items specified, in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR may render a quote being deemed technically unacceptable.
