Description
PROVIDE, DELIVER AND DISPENSE PROPANE TO BUFFALO NATIONAL RIVER, AND/OR PEA RIDGE NATIONAL MILITARY PARK. PLEASE REVIEW ALL DOCUMENTS OF THE SOLICITATION PRIOR TO SUBMITTING A QUOTE. DESCRIPTION: The National Park Service (NPS), Midwest Region, Missouri Major Acquisition Buying Office is issuing this Request for Quotation (RFQ) P17PS00925 which solicits quotes from small business concerns for providing, delivering, and dispensing propane gas to two National Park Service entities known as Buffalo National River located in Harrison, Arkansas, and Pea Ridge National Military Park located in Garfield, Arkansas. One or two requirements contracts, each with a base period of one (1) year and four (4) one-year renewal options, are anticipated to be awarded as a result of this solicitation. BUFFALO NATIONAL RIVER - Buffalo National River, whose Park Headquarters is located at 402 N. Walnut, Harrison, Arkansas 72601, has twenty-two (22) government-owned tanks of varying sizes at various locations throughout the Upper, Middle, and Lower Districts of Buffalo National River. Tanks are easily accessible by delivery vehicles for refilling purposes. Based on prior years' purchasing data, total combined annual estimated gallonage for these 22 tanks is 10,000 gallons. PEA RIDGE NATIONAL MILITARY PARK, whose Park Headquarters is located at 15930 Highway 62, Garfield, Arkansas 72732, has five (5) government-owned tanks, three (3) are 1,000-gallon tanks, and two (2) are 500-gallon tanks. All tanks are located within the Park Headquarters area, approximately 1,000 to 2,000 feet from each other. Tanks are easily accessible by delivery vehicles for refilling purposes. Based on prior years' purchasing data, total combined annual estimated gallonage for these 5 tanks is 10,000 gallons. The Vendor will be responsible for fulfilling the requirements of the contract as specified and set forth in Attachment 1 of the solicitation, Description and Specifications. TYPE OF CONTRACT: This will be a firm-fixed price supply requirements contract(s) which may result in more than one vendor receiving award, but no more than one vendor per entity. Anticipated award date is on or about July 1, 2017. Contract award possibilities are as follows: (1) One contract awarded to one Vendor to provide all propane requirements for Buffalo National River, Harrison, Arkansas, and (2) One contract awarded to a second Vendor to provide all propane requirements for Pea Ridge National Military Park, Garfield, Arkansas; OR (3) One contract awarded to one Vendor to provide all propane requirements for both entities; Buffalo National River AND Pea Ridge National Military Park. If awarded a contract, the vendor shall be the exclusive vendor for fulfilling all requirements of propane gas for the entity for which the vendor was awarded, with the exception of the circumstances described in FAR Clauses 52.216-19 and 52.216-21. The estimates provided in this solicitation are not a representation that the estimated quantities will be required or ordered, or that conditions affecting requirements will be stable or normal. CONTRACT PERIOD: This contract will be for one (1) base year with four (4) one-year renewal options. Renewal options are not guaranteed and will be exercised at the discretion of the Government. NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this procurement is 325120. SET ASIDE: Total small-business set-aside. Failure to submit your quotation package so that it is received by this date and time may result in the quote not being considered. Faxed quotations will not be considered. The criteria used to evaluate quotes and determine award is included and found in the Clauses and Provisions section of the solicitation under "EVALUATION FACTORS FOR AWARD." REGISTRATION: All quoters are to have a Unique Entity Identifier* (UEI) number, be registered and active in the System for Award Management (SAM) at https://www.sam.gov, have a NAICS Code of 325120 listed in their SAM profile, and have completed their Representations and Certifications in order to be awarded a contract; therefore, if you are not already registered, active, and have not completed your Representations and Certifications at https://www.sam.gov, it is strongly advised that you do so at this time.
