Description
This is a pre-solicitation notice for the design/build construction of a De-Mil Facility and yard at the Melrose Air Force Range. The work will include constructing a 2,000 SF facility with two 14 ft. X 12 ft. roll up doors and two industrial strength exhaust fans (one on each end of the facility). HVAC and dry pipe fire suppression will be included. The project will also include both 110 and 220 volt outlets for power tools and welder, as well as eye wash stations. The Facility is required to prepare equipment for use as targets on the range. An 8 ft chain-link 3-strand barbed wire fence will be required around the De-Mil area to create a yard. A total of 5,750 linear feet of fencing will be necessary to enclose the yard. The scope also includes a munitions residue pad to be constructed out of reinforced concrete or equivalent with secure fencing around the perimeter of the pad. The solicitation will result in a Firm Fixed Price (FFP) contract. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation; the Government has no obligation to reimburse an offeror for any costs. The estimated magnitude of this project is between $500,000.00 and $1,000,000.00. This solicitation will follow the two-phase design-build selection procedures outlined in FAR Part 36.3. Phase one will select no more than five of the most qualified contractors to make proposals in Phase Two. Phase one of the proposal will be based on the following factors; (1) technical approach (but not detailed design or technical information) and (2) technical qualifications, such as -- (A) specialized experience and technical competence; (B) capability to perform; (C) past performance of the offeror's team (including the architect-engineer and construction members). Phase two of the proposal will be based on the following factors; (1) technical acceptability and (2) price and price related factors. The resultant contract will be awarded to a single offeror who provides the Government with the best value, Low Price Technically Acceptable (LPTA) process in accordance with AFFARS 5315. Solicitation number FA4855-17-R-0004 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 21 June 2017. The closing date and time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on the Electronic Posting System (EPS) government point of entry (GPE) website at https://www.fbo.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://fbo.gov/ in order to receive notification and/or changes to the solicitation. Contractors MUST be registered in the System for Award Management (SAM) registration database and complete Online Representations and Certifications, or his/her proposal will not be considered. Further information on the SAM website is available at https://www.sam.gov. This acquisition has been set-aside 100% for Small Business, all others will be deemed non-responsive. The North American Industry Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction and the small business size standard is $36.5 Million.
