Description
STATEMENT OF WORK for Sources Sought The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: McNary Main Unit 2 and 13 Thrust Bearing Repair. This will be a firm-fixed-price service contract. The purpose of this sources sought is to determine interest and capability of potential qualified small businesses relative to the North American Industry Classification code (NAICS) 332710. The Small Business Size Standard for this NAICS code is 500 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. The scope of work requires the inspection and refurbishment of one set (12 shoes) of McNary Unit 13-14 English Electric thrust bearing shoes, one set (12 shoes) of McNary Unit 1-12 General Electric thrust bearing shoes, and one English Electric thrust bearing runner, including shipment between the McNary Project and the contractor's refurbishment workshop. Also included is replacement hardened inserts (24) and support discs (24) that support the English Electric thrust shoes. The requirements governing the refurbishment of thrust bearing shoes shall apply to an entire set of thrust shoes. The babbitt material shall be new, conforming to ASTM B23 Alloy 2, and the tin used for tinning shall be 99% pure. Reclaimed tin or Babbitt is not acceptable. The contractor performing the refurbishment shall be ISO 9000 certified. General Electric (Units 1-12) Thrust Bearings: The stationary portion of the GE bearing consists of 12 steel-backed babbitt segments or shoes which are each supported on pre-compressed springs. The I.D. of the shoes is 44 inches and the O.D. of the shoes is 128 inches. The overall shoe thickness is 3 inches including a babbitt layer of approximately 0.375 inch. See For Information Only drawing 582E227 (FIO-006). English Electric Thrust Bearings: a. The EE thrust runner is made from forged steel with a nominal thickness of 9 inches. It is a two-piece design with tongue and groove, fastened to the bottom of the thrust collar by mounting hardware. It has a nominal outside diameter of 128.5 inches and a nominal inside diameter of 51 inches. See For information Only drawing S1101/1567 (FIO-004) for the Units 13 and 14 thrust runner. All dimensions and features of the thrust runner to be refurbished shall be verified by the Contractor during the as- found inspections. b. The stationary portion of the EE bearing consists of 12 steel-backed babbitt segments or shoes which are each supported on jackscrews. The I.D. of the thrust shoes is 50 inches and the O.D. of the shoes is 128 inches. The overall shoe thickness is 9.5 inches including a babbitt layer of approximately 0.125 inch and 14 longitudinal grooves across the pad, parallel to the centerline of the pad, 0.0625" deep. The babbitt is of a lead base. Each shoe, with Babbitt, is estimated at 2000 lbs. each, or 24000 lbs. for the entire set. See For Information Only drawing S1139/416 (FIO-002) for the thrust shoes. The Contractor shall refurbish the thrust bearing shoes by removing the existing babbitt, pouring new babbitt, babbitt machining including the provision of oil supply grooves and other detail, and machining the shoe backside. The refurbishment shall return the shoes to the dimensional tolerances listed in the tolerances sheets. The contractor will be responsible for shipping between the dam and their facility. The shoes will require non-destructive Ultrasonic Test (UT) and Liquid Penetrant (PT) testing of the Babbitt bond by an approved independent testing inspector that is a member in good standing with the American Council of Independent Laboratories. The Pulse-Echo Method of UT inspection shall be employed. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a quote for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your System for Award Management (SAM) information (4) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in refurbishing similar products. Three (3) examples of the refurbishment of thrust bearing shoes with an ID of at least 30" including rebabbitting within the past six (6) years shall be included in the response. The SOC should be no more than four pages in length. This should also include a list of equipment that shows machines with a table capable of holding a thrust shoe measuring 40 inches by 28 inches while machining a thrust bearing pad to a flatness of 0.0005" less. A copy of machine specs that will be used to perform above mentioned tasks with capable tolerances is acceptable, or photographs and a description demonstrating its capabilities. (5) Submit a copy of current ISO 9000 certification for the proposed refurbishment facility. (6) Submit a plan showing time lines. Both sets must be complete and delivered by 120 calendar days after award. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If inadequate responses are received, this solicitation may be issued for full and open competition.
