Description
Oil Spill Response Organization Contract (OSRO) for Travis AFB, CA Contractor shall be the Oil Spill Response Organization (OSRO) for Travis AFB and provide 24-hour standby personnel and equipment to respond to spills of petroleum products such as fuel, lubricating oil, and solvents. Standby personnel shall be current in spill control and cleanup technology. Contractor shall maintain equipment and storage vessels required to respond to petroleum product spills and perform cleanup of impacted areas. Equipment and storage vessels shall be available and able to be deployed to a spill site without delay. Equipment shall include, but not be limited to, vacuum trucks, pumps, floating skimmers, absorbents, and storage containers. For Travis AFB, Contractor shall arrive within 2 hours of being notified of a spill emergency. Contractor shall respond to petroleum product spills that are beyond the capability of base personnel to contain and clean up. Contractor shall have the equipment and capability to respond to a petroleum product spill up to and including the worst-case. The EPA worst-case spill or discharge for the base, 300,000 gallons for Travis AFB. Contractor shall participate in the Travis AFB annual response exercises to support requirements in accordance with the National Preparedness for Response Exercise Program (PREP) and the Integrated Contingency Plan. Response activities provided by contractor are on an emergency basis only to minimize environmental damage and health and safety risks resulting from petroleum product spills. The scene of a spill shall not be deemed safe for human activity or in compliance with federal, state, or local law after response activities are completed. For Travis AFB, Contractor shall provide a 'Letter of Attestation' stating their adequacy to satisfy the OSRO field equipment deployment drill requirements of OPA '90 For Travis AFB, staging areas on Travis AFB will be coordinated with the Travis AFB Emergency Operations Center as needed. Base personnel may limit initiation to a notice of "mobilization standby". If initiation is limited to "mobilization standby", contractor shall not dispatch personnel, equipment, and materials until instructed. Upon receipt of such instruction, contractor shall dispatch personnel, equipment, and materials. Upon arrival at the base, base personnel shall immediately provide contractor with further instructions and authorization to proceed to the scene of the spill. Processes to meet and escort emergency response vehicles and personnel exist and can be accommodated through the Travis AFB Emergency Operations Center as needed. Base personnel will be the on-the-ground POC to make this action occur. • SIZE CLASSIFICATIONS (8[a], HUBZONE, SMALLBUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONEDOES NOT EXIST. The Government is seeking, for informational purposes only, qualified, experienced sources interested in performing the services.(1) Company name, address, point of contact, telephone number and e-mail address.(2) Type of business, i.e., small, small disadvantaged business, woman-owned, and large. Under North American Industry Classification System (NAICS) 562910 Remediation Services which contains a size standard of $20.5 million.(3) Provide no more than three (3) references of same or similar type work performed within the last three (3)years. These references should indicate the type of work for each project including functions performed, point of contact, phone number, e-mail address and the dollar value of the project. DUE DATE: If interested, please respond NLT 12 June 2017.(4) System for Award Management (SAM), as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
