- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-17-Q-2284. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order to Huntron Inc., 15720 Main Street, Suite 100, Mill Creek, WA 98012 on a sole source basis in accordance with FAR 13.106-1(b). See attached Sole Source Justification. All responsible sources may submit a capability statement, complete product information, and pricing which will be considered by the Government. The required item is as follows: CLIN No. Item Description Qty. 0001 Huntron Model 32 Test Instrument, P/N 06-1165 15 Each This procurement is an unrestricted requirement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334515; the small business size standard is 1,250 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this solicitation. DFARS clauses 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls and 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting apply to this solicitation. DFARS clause 252.211-7003, Item Identification and Valuation applies to this solicitation. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations Systems (DPAS) rating is DO-C9. There is an exception to Section 508 requirements: Item or service is for a national security system (FAR 39.204(b)) applies to this solicitation. Required delivery is F.O.B Destination to NUWC DET NORFOLK, St. Julians Creek Annex, Bldg. 169, Portsmouth, VA 23702 as follows: Qty 5 - 42 days ADC Qty 10 - 80 days ADC Partial Deliveries Authorized Partial Payments Authorized Payment will be made via Wide Area Work Flow (WAWF). This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Quotes received after the closing date and time specified will be ineligible for award.
