- Synopsis Solicitation Number: DTFH6117R00030 This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a new requirement for a Contractor to develop a methodology to determine the quality confidence level of pavement surface condition data needed to support a wide variety of state highway agency decisions. The objective of this contract is to develop a methodology to determine the quality confidence level of pavement surface condition data needed to support a wide variety of state highway agency decisions. The methodology will also include developing the data collection specifications for precision and accuracy that will lead to delivery of data that meets the needs of the agency. The Contractor shall develop a comprehensive proposal that considers the needs of state highway agencies pavement surface condition data quality. The proposal shall explain in detail how the effort would be planned and executed, indicating the reasons for how the Contractor developed the project plan. The work shall be completed in 2 Phases, Phase 1 and an optional Phase 2. Phase 1, Task 1: Kick-off meeting. Phase 1, Task 2: Literature Review Results and Methodology. Phase 1, Task 3: Phase 2 Work Plan. Optional, Phase 2, Task 4: Report. Optional, Phase 2, Task 5: Methodology Document. The NAICS code for this requirement is 541690 with a small business size standard of $15 million. This competition is unrestricted. The RFP will be released and available electronically at www.fbo.gov, on or about 6/20/2017 with an estimated proposal due date of on or about 7/18/2017. Estimated award date is on or about 9/22/2017. This contract is a new procurement and is not a follow-on to any existing contract. A Sources Sought Notice was issued on 3/27/2017 to gather market data in support of this procurement. The estimated contract period of performance will be 24 months from the date of the executed award. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure FedBizOpps website, www.FBO.gov. FedBizOpps is designed to safeguard sensitive but unclassified acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov). Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to this RFP package. There is no further information to be shared at this time.
