- IGF::OT::IGF, MACA SOLID WASTE COLLECTION SERVICES CONTRACT (BASE PERIOD PLUS THREE OPTIONS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Department of the Interior, National Park Service (NPS), Southeast Region (SER) West Major Acquisition Buying Office (W-MABO) has a firmed requirement for a SOLID WASTE COLLECTION services at Mammoth Cave National Park in nearby Cave City, Kentucky. The solicitation number P17PS01182 is being issued as a request for quotation (RFQ). This solicitation incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-94 and 95 thru Jan 19, 2017, and discretionary provisions and clause included herein. This procurement is made available for full and open competition; both large and small business alike may participate. The applicable NAICS code 562111 and the corresponding Small Business Size Standard is $38.5. REQUIRED SERVICES: Contractor shall provide all materials, equipment, transportation, and labor necessary to perform commercial SOLID WASTE COLLECTION AND DISPOSAL SERVICES at Mammoth Cave National Park in a manner to satisfy the contract requirements. The SPECIFICATIONS/SCOPE OF WORK require refuse collection on a recurring cycle (once, twice, or thrice weekly) as shown on the pick-up schedule, and disposal of same at a state licensed sanitary landfill located outside of Mammoth Cave National Park. The SOW/BID SCHEDULE calls for a total of Twelve (12) 6-cubic yard FEL dumpsters, Five (5) 4-cubic yard FEL dumpsters, and Two (2) 32-gallon garbage cans (Government-furnished) containers at various sites within AREA "A" - MAPLE SPRINGS AREA; AREA "B" - HOUCHINS FERRY CAMPGROUND AND PICNIC AREA; AREA "C" - VISITOR CENTER, OPERATIONS AREA, QUARTERS, CAMPGROUND AND PICNIC AREA; AREA "D" - DOYLE VALLEY OVERLOOK AND AREA "E" - SLOANS CROSSING PICNIC AREA. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the item offered to meet the Government requirement; (iii) past performance Solicitations for commercial items do not contain subfactors for technical capability when the solicitation adequately describes the item's intended use. A technical evaluation would normally include examination of such things as product literature, product samples (if requested), technical features and warranty provisions. Past performance shall be evaluated in accordance with the procedures in FAR Subpart 13.106. (a)When using simplified acquisition procedures in Part 13, contracting officers are not required to describe the relative importance of evaluation factors. (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government will evaluate quotations or offers IAW 12.602 Streamlined evaluation of offers in conjunction with policy and procedures of FAR Subpart 13.106-2. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor ¿s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
