- Please review the provisions required. Bid Sheet Performance Work Statement dated March 2017. Please review. Please review. The Air Force Test Center, Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a NAF (Non-Appropriated Funds) concessionaire contract for aerobics instruction at any building obtained by the Eglin AFB Fitness Center designated for aerobic and/or dance classes (please review the statement of work for specified locations). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is FA2823-17-Q-3014. The North American Industry Classification System (NAICS) code for this acquisition is 611620 with a size standard of $7.5M. Please identify your business size in your response based upon this standard. The FAR, DoD supplements (DFARS) and Air Force FAR supplements (AFFARS) do not apply to non-appropriated fund (NAF) procurements. Only those clauses required by law or otherwise stated in the AFMAN 64.302 are mandatory. FAR procedures may be used as guidance in support of NAF purchasing processes. It is the offeror's responsibility to be familiar with applicable clauses and provisions. Requirement: Concessionaire contract to provide aerobic instructions to authorized patrons. This requirement is for a base period of performance of 1 July 2017 to 30 June 2018 with 5 option years to renew the contract; each option year shall be a period of 12 months. Please review the SOW for Government furnished utilities and services. Delivery Terms are FOB Destination The following provisions and clauses are incorporated in this notice and are those in effect through Federal Acquisition Circular 2005-95 effective 19 Jan 2017, DFARS DPN 20161222 effective 22 Dec 2016, and AFFARS current thru AFAC 2017-0127 effective 27 Jan 2017. The following provisions and clauses are applicable: 52.204-9 Personal Identity Verification of Contractor Personnel 52.212-1 Instructions to Offerors - Commercial Items The offeror shall electronically submit a signed and dated offer to A1C Madison Chaney at madison.chaney@us.af.mil NLT 1300 CST, 19 June 2017. Please see the attached bid sheet, this documentation shall serve as the form of the contractor's proposal. The Government reserves the right to evaluate and award proposals without discussion with the contractor. 52.212-2 Evaluation - Commercial Items Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability of the service offered to meet the Government requirement. Technical Capability will be based upon requirements outlined in the Statement of Work (SOW). Offers shall be evaluated independently of the commission percentage to determine the offeror's compliance with the technical requirements of this solicitation. (ii) Best Value Commission percentage; Offers will be evaluated on completeness and reasonableness. Unrealistic percentages may be grounds for eliminating a proposal from competition either on the basis that either the offeror does not understand the requirement or the offeror has made an unrealistic proposal. 52.212-4 Contract Terms and Conditions -- Commercial Items (Jan 2017) 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order -- Commercial Items (Jan 2017) (Deviation) The full text of the clauses above can be found electronically at the FAR website: http://farsite.hill.af.mil This is a non-appropriated fund concessionaire contract. This does not obligate appropriated funds of the United States Government to it, it is solely income. Non-appropriated funds are generated by the military community and does not involve federal tax dollars. Contract award notices are not mandatory for this NAF purchases or services. The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quote. Quotes or modification of quotes, received at the address specified for the receipt of offers after the exact time specified WILL NOT be considered. It is recommended that vendors are registered in System for Award Management (SAM.gov), please provide the appropriate cage code and DUNS number with all packages. All questions must submitted to the referenced point of contact electronically NLT 1300 CST, on 13 June 2017. All responses must be received electronically NLT 1300 CST 19 June 2017.
