- Project Experience Form Market Research Questionnaire THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. GSA is seeking qualified small business contractor (including 8(a) Certified, HUBZone Certified, Service Disabled Veteran-Owned and Women-Owned, etc) with General Building Automation System experience for installation of software updates at the Dirksen Courthouse located at 219 S Dearborn Street in Chicago, Illinois. The intent of the project is to update each of approximately 50 JACE controllers and the AX Supervisor and workstations to the latest version of Niagara AX (Niagara 4 is not allowed), including the required version of JAVA. This work shall include adding local graphics to each JACE controller, updating UDP port numbering, programming of how historical data is transferred to the server, and scheduling. This work will require some new hardware due to the software update. The applicable North American Industry Classification System (NAICS) for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors. The estimated construction cost is between $250,000 and $500,000. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation. The Government will not reimburse contractors for any cost associated with responding to the request. Requests for a solicitation will not receive a response. If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this project shall provide a minimum of two (2), no more than five (5), "similar" projects that are at least 90% complete. To be considered similar, projects must exceed $200,000 in construction costs and have been completed within the last 5 years. Similar projects ideally should represent or include some aspect/component of Building Automation infrastructure and/or installation and/or programming. If you are an interested small business, please submit the attached 1) Project Experience Form (for each project example) and 2) Market Research Questionnaire. All information is subject to verification. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Responses to this announcement will not be returned, nor will there ensuing discussions or debriefings of any responses. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
