- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to CytoBuoy B.V., ZEELT2, Bodegraven, Zuid-Holland, 2411 DE, Netherlands for the purchase of a cytosense instrument. The purchase of a Cytosense is needed to rapidly identify phytoplankton to rapidly detect harmful algal blooms (HAB) that affect water quality for reimbursable projects. This instrument must be a portable/bench-top flow cytometer (FC) with the ability to classify phytoplankton. The instrument must be able to rapidly detect harmful phytoplankton and zooplankton. The instrument must be able to be used for particle identification with a size range less than 50 um and must simultaneously acquire multiple data points and image the particles. The instrument must have more than one laser to excite all photosynthetic pigments and must have a built in camera that operates similar to a FlowCam. The instrument must be able to be connected to a laptop containing Windows OS for control of the instrument, automated measurements, data analysis, and classification. The instrument must include software and hardware CytoUSB, CytoClus, and EasyClus Live. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 334513, with a size standard of 500 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Allison Hudson at Allison.B.Hudson@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00 PM CST, Monday, 12 June 2017.
