The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Amherst Systems, Inc., 1740 Wehrle Drive, Buffalo, NY 14221-7032 for the following manufactured products: Requirement for a Combat Electromagnetic Environment Simulator (CEESIM). Under the authority 10 USC 2304(c) (1), FAR 6.302-1, the government intends to issue a sole source contract to Amherst Systems, Inc., the only known source for the system with proven live RF capability in this environment. The CEESIM system also ensures simulation compatibility between the applicable warfare centers. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within [7] calendar days of publication of this notice, shall be considered by NSWCDD. All responses must be submitted to the government point of contact at the email address shown below. Responses must be submitted in writing to the procurement specialist, Jules Ward, via email at Julie.waizenhoferwar@navy.mil no later than 12 PM (EST) on the date noted above. Email should reference Sources Sought [N00178-17-R-4020] in the subject line. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
