Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Simplified Acquisition Branch intends to negotiate on a sole source basis with Applanix LLC, 17461 Village Green Dr., Houston, TX 77040, using the procedures in FAR Part 13, for an initial purchase of three (3) Applanix PP-RTX software licenses with an option to increase the total number of licenses to seven (7) and renew the licenses for three one-year option periods. Applanix is the manufacturer of the Global Navigation Satellite System (GNSS) - Inertial Navigation Systems that are currently deployed and used on all NOAA hydrographic survey ships, launches and small boats. POSPac Software allows NOAA field units to post-process mission critical three-dimensional inertially-aided GPS data. These data are used to precisely position and orient NOAA survey platforms for hydrographic survey. Applanix introduced the Trimble Centerpoint PP-RTX post-processing option in their POSPac MMS 8.0 post-processing program in December 2016. The post-processing option provides the capability to achieve GNSS-INS trajectory solutions that achieve vertical positional accuracies of 4 cm (95% confidence) or better for any location on the globe. The PP-RTX service provides a means for NOAA hydrographic field units to achieve vertical solution accuracies that are comparable to those achieved via current methods which necessitate that shore-side GNSS infrastructure be established in close proximity to survey project areas. The elimination of the requirement to install field unit GNSS reference stations to support survey operations eases operational burdens of NOAA Field units, simplifies processing workflows, substantially reduces the operational risk associated with reliance on mobile reference station infrastructure, and, will lead to increased data acquisition productivity. The PP-RTX service is available through a module in Applanix POSPac MMS software licenses. OCS currently maintains licenses for the POSPac MMS program. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 10:00 A.M. EDT, June 13, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
