NOTE: This is a market survey requesting information in support of the following potential requirement. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. All portions of this market survey are merely for market research purposes and subject to change at any time. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey. Data submitted in response to this market survey will not be returned. POTENTIAL REQUIREMENT: NOUN: Portable Vehicles Barriers and Spares Army Contracting Command - Warren is conducting market research to determine industry's capability to provide Portable Vehicle Barriers and spares. There is no TDP available for purposes of this market survey. Interested vendors should provide all the following information and submit through FBO: Vendor Information 1. Company Name 2. Business size (Small, Large, etc) under NAICS Code 332999,Barricades, Metal, Manufacturing Specifications for portable barrier: 1. CONFIGURATION: 1.1. A vehicle barrier that can transform to a trailer to be towed to the operating location shall be provided. 1.2. The vehicle barrier shall have a 16 foot (4.8 meters) clear span for vehicles to pass through. 1.3. The vehicle barrier shall have a gate plate height of at least 30 inches (0.76 meters) in the up position. 1.4. The gate plate shall cycle up or down within 20 seconds. 1.5. The gate plate shall be powered with an electric over hydraulic drive system and it should be provided with a manual override. 1.6. The electric system shall be powered by deep cycle battery(ies). 1.7. The vehicle barrier system shall be capable of at least 125 up and down gate plate cycles using only the deep cycle battery(ies) before a recharge is needed. 1.8. Recharging the deep cycle battery(ies) shall be achieved by a built-in battery charger that can plug into: 1.8.1. 220 volts AC, 50 Hz shoreline power. 1.8.1.1. Shoreline cables shall be supplied that are at least 50 feet (15.2 meters) long. 1.8.2. A gasoline powered portable generator that can supply 220 volts AC, 50 Hz power, supplied with the vehicle barrier. 1.8.2.1. A dedicated means to store the generator for transport shall be provided on the vehicle barrier. 1.9. The vehicle barrier shall be able to transform from a trailer transport to fully functional vehicle barrier in less than 20 minutes by no more than two persons. 1.9.1. The reverse setup shall also take less than 20 minutes. 1.10. The vehicle barrier shall have a push button control panel. 1.11. In addition to a push button control panel, a tethered control with at least 25 feet (7.6 meters) of cable that can attach to either side of the vehicle barrier shall be provided. 1.12. Traffic lights shall be provided that can be seen by vehicles going in either direction. 1.13. The vehicle barrier shall not require any foundation or anchoring. This system shall be suitable for use in a sandy environment. 1.14. The vehicle barrier shall be designed to meet the Department of State (DOS) K4 safety rating at a minimum. 2. EQUIPMENT FOR TOWING: 2.1. The vehicle barrier shall be provided with a lunette for towing. 2.1.1. Lunette shall have a 3 inch (7.6 cm) inner diameter and maximum 1.66 inch (4.2 cm) diameter cross section. 2.2. The vehicle barrier shall be compatible with the prime movers 12 volt and 24 volt electrical system. 2.3. The vehicle barrier shall be provided with a 12 volt 7 pin connector and 24 volt NATO 12 pin electrical connector. 2.4. The vehicle barrier shall be provided with 12 volt LED lighting for trailer towing. 2.5. A spare tire and wheel shall be provided. 2.6. Electric brakes shall be provided. 3. COLOR AND SIGNAGE: 3.1. Exterior color of the vehicle barrier shall be White, color chip 17925 in accordance with FED-STD-595 or manufacturer's equivalent. 3.2. In highly visable red letters the word "STOP" shall be provided on the gate plate. Telephone inquiries will not be accepted or acknowledged, no feedback or evaluation will be provided to companies regarding their submission. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to provide Portable Barriers are invited to submit a response to this Sources Sought Notice by 3PM, EST, 19 June 2017. All responses under this Sources Sought Notice must be submitted through FBO.
