Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for one (1) ASCO Power Technologies' Avtron Series 4500 K675A Listed Outdoor Resistive Load Banks. The product provided by ASCO Power Technologies will be to provide the electronic load bank. The NAICS code is 335314 and the business size is 750 number of employees. The proposed purchase order is being solicited on a sole-source basis to ASCO Power Technologies. The proposed action is for one (1) Avtron Series 4500 K675A Listed Outdoor Resistive Load Bank, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: This is the only product that meets the specific requirements defined by both the test assets and the governing MIL-STD tests which will be conducted with this unit. Additionally, this load is compatible with existing electronic loads that are in NSWCCD's facility to create loads for future research and development efforts. This unit will produce compatible test results with those generated using the system make and model load by the companion test agency at Aberdeen Test Center. The NSWCCD intends to award a firm fixed-price purchase order to ASCO Power Technologies using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 19 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/19/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
