Description
THIS IS NOT A SOLICITATION. This is a sources sought announcement only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification - Small, Small Disadvantaged, Veteran Owned, and/or Service Disabled Veteran Owned Small Business -qualified under NAICS 623220, Residential Mental Health and Substance Abuse Facilities (size standard of $15 Million). Responses to the synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. PURPOSE. The Department of Veteran Affairs, San Francisco VA Medical Center (SFVAMC) in San Francisco, CA requires contractors to provide contracting with a residential program to meet the immediate shelter needs of Veterans who are homeless or at risk of becoming homelessness in Mendocino County, CA. This contract will have a mission to provide care, treatment and rehabilitative services to Veterans suffering from mental illness, substance abuse and other issues. The VA seeks a community-based treatment facility offering a safe and secure environment that supports Veteran's rehabilitation goals, especially finding more independent and long term housing. The Contractor will be required to provide therapeutic and rehabilitative services, but will not be required to provide hospital level treatment; those services will be provided by the VA at VA facilities or other non-VA community based clinics. BACKGROUND. The Department of Veterans Affairs has established treatment programs designed to provide comprehensive substance use treatment and rehabilitative services that improve the quality of life in a therapeutic community setting and prepare Veterans for independent living in the community of their choice. Such Veterans do not require hospital level care, but require a level of care that is provided in a community residential care facility. VA staff shall provide clinical care, treatment and services at the SFVAMC campus. The Contractor shall provide a freestanding facility or complex of facilities that provide a domicile environment, that promotes community integration, has a comfortable home-like feel and presentation, supportive residential staff, and personal and/or protective care for Veterans with substance use disorders. Contractor residential staff shall be expected to communicate information pertinent to Veteran s treatment and provide case management to SFVAMC staff. Responses to this notice should include general information about your company (company name, address, and point of contact name, phone number and e-mail address), DUNS number, business size, and business type and capabilities statement. Does your company have any experience with the Department of Veterans Affairs Intensive Outpatient Services Program? If so specify. Responses to this notice must be submitted in writing to scott.wolfe@va.gov. Telephone, mail or fax responses will not be accepted. All vendors/contractors must be registered in the System for Award Management www.sams.gov to be eligible for any government contract. Failure to register in the System for Award Management will result in award to the next qualified vendor. Additionally, if you are a SDVOSB/VOSB you must have a CVE record on the VET BIZ website that matches the NAICS listed in SAM record in order to claim this socioeconomic category.
