Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Design/Build Contractor to provide design and construction services for the Electrical Systems Upgrades at the Sacramento Job Corps Center located in Sacramento, California. This work involves both design and construction services for the replacement of electrical panelboards, load centers, and distribution switchboard in Building Nos. 16, 200, 600A and 730 at the Sacramento Job Corps Center. The design service include field investigation and evaluation of all loads served from the existing switchboard, including identification of the secondary panels served from this switchboard and location of these panels in the buildings. Verification of connected loads for each feeder served from the existing switchboard, total connected loads and size of the existing service entrance conductors and existing feeders serving secondary panelboards, field verification of fault current, and short circuit and arc flash studies is a requirement of the services to be performed. The design and construction include coordination with all agencies as required to provide for utility connections and all other items needed for the completion of this project. The estimated price range for construction is between $500,000 to $1,000,000. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services, and shall include the following information: 1. Projects performed that are similar scope and value to the work required under this project. Your project examples should include two and more electrical upgrade projects that required design and construction services and involved the replacement of electrical switchboards and distribution panels with a $500,000 to $1,000,000 constructed value, completed within the last five years. Your previous project examples shall include the location of the project (City, State), the project owner, a brief and concise description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Demonstrate your proven record of excellent performance in completing projects on or ahead of schedule. Using the previous project examples include the Contract Award/NTP date, the original contract completion date and the actual contract completion date for each project. 3. Citing previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. 4. Describe your established Safety and Quality Control procedures and protocols that are consistently applied to all projects. Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance. 1. Projects successfully completed similar scope and value to the services required under this project 2. Project location 3. Cost control, project schedule, safety, and quality of work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submission shall not exceed 20 pages. RESPONSES ARE DUE ON WEDNESDAY, JUNE 21, 2017, BY 2:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO garnett.eileen@dol.gov (Eileen Garnett, Contracting Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
