Description
NAVAIR Strategic Sourcing for Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS) Sources Sought Naval Air Systems Command (NAVAIR), Patuxent River, MD is conducting a Market Survey of Industry to determine potential interested sources that have the skills and experience required to successfully provide Contractor Logistics Support (CLS) for Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS) for aviation platforms and associated equipment. The Fast Acquisition Solutions To Enable Readiness (FASTER) Acquisition Cell is the requiring office for this contract vehicle. This Sources Sought is a follow on to the Request for Information (RFI) solicitation number N61340-17-R-0060 that was posted on 30 March 2017. In the RFI, the Government stated its intentions to issue a Multiple Award Contract (MAC) for Indefinite-Delivery Indefinite-Quantity (IDIQ) requirements under the following North American Industry Classification Systems (NAICS) Codes: 488190, 336411, 336412, and 336413. As of 6 June 2017, the most likely NAICS code is 488190. There is a desire for services provided under this contract to be divided into small and unrestricted business pools based on criteria established during the requirements definition period. Based on Industry ™s response to the initial RFI, the Government has a concern regarding the number of capable small businesses that can meet entire platform requirement at all CONUS and OCONUS sites to qualify as a MAC awardee in the small business pool. In its desire to grow CMMARS small business participation, the Government is interested in the plausibility of small businesses forming a relationship with large businesses to strengthen their capability to satisfy these requirements. The results of this Sources Sought will be utilized to determine what Small Business Set-Aside opportunities exist within the MAC. All Small Business Set-Aside categories will be considered. Response to this Sources Sought is requested even if a RFI response was submitted in the past. The Government plans to hold an industry day within the next six months in the Patuxent River, MD area. The Government intends to allow award of firm-fixed-price, time and materials, cost reimbursement, and cost-plus-incentive-fee task orders under the NAVAIR Strategic Sourcing for CMMARS contract. The contract type will be determined at the individual task order and CLIN levels. All responsible sources are encouraged to submit a capability statement that SEPARATELY addresses BOTH their ability to provide/satisfy subsystem requirements AND/OR aircraft maintenance and related service requirements at the Platform level across ALL listed geographic sites and locations. It is imperative that the Government is able to distinguish between your capability at a Platform level vs a Subsystem Level. The scope of the contract includes organizational, intermediate, and depot maintenance of military (non-commercial) and commercial derivative aircraft, aircraft subsystems, support equipment, aircraft crew services, and related equipment both inside and outside the continental United States. The Contractor may be required to use the Naval Aviation Maintenance Program (NAMP), Air Force maintenance program, another Government agency ™s maintenance program, Federal Aviation Administration (FAA) compliant maintenance program, or a combination of both Government and commercial maintenance models. Interested businesses shall submit responses by email to Jonathan Catalano, at jonathan.catalano@navy.mil. The capability statement package (no more than TWENTY single-sided 8.5 X 11 inch pages, font no smaller than 10 point) should demonstrate the ability to provide the requirement as listed above. All responses shall include Company Name, Company Address, Company Business Size, Current Small Business Status, Cage Code, DUNS number, NAICS code(s) and Points-of-Contact (POC) including name, phone number, fax number, and email address. Within your capability statement package, please also include your answers to the following questions: 1. Has your company ever participated, or is there a plan to participate, in a Mentor-ProtĂ©gĂ© Program, joint venture, or teaming arrangement with another company? If so, please provide details to include the contract number (if applicable), the name of the company with whom you have teamed, and how this arrangement adds to your capabilities and ability to reduce risk. 2. What is your company ™s perspective, to include advantages and/or disadvantages to each type of arrangement? 3a. If your company is a small business, would you consider forming one of these arrangements with a large business, if necessary, in order to have the capabilities required to propose as the prime contractor in the small business pool of the CMMARS contract? If so, which type of arrangement would you be willing to consider? 3b. If your company is a large business, would you be interested in forming one of these arrangements with a small business to assist them in establishing the capabilities necessary to compete in the small business pool? If so, which type of arrangement would you be willing to consider? Classified material SHALL NOT be submitted. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Any resulting contract is anticipated to have a security classification level of Secret at time of contract award for personnel and facilities clearances.
