- Sources Sought/Notice of Intent to Sole Source to ANSYS, Inc. for the renewal of NETL ™s ANSYS/FLUENT Software License. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to ANSYS, Inc. for the renewal of NETL ™s ANSYS/FLUENT Software Licenses, for the annual period of performance from September 29, 217 to September 28, 2018, as described below: - Item 001 - ANSYS CFD HPC (first 2 parallel processors); Quantity: 1 - Item 002 - ANSYS CFD HPC (processors 3 through 32); Quantity: 30 - Item 003 - ANSYS CFD HPC (processors 33 through 128); Quantity: 96 - Item 004 - ANSYS CFD HPC (processors greater than 128); Quantity: 320 - Item 005 - ANSYS CFD PrepPost; Quantity: 4 - Item 006 - ANSYS Design Modeler; Quantity: 4 - Item 007 “ Gambit - TECS; Quantity: 4 - Item 008 - ANSYS FLUENT Solver; Quantity: 29 - Item 009 - ANSYS HPC Pack; Quantity: 9 This is considered a sole source to ANSYS, Inc. because, to the best of the NETL ™s knowledge, based on market research conducted ANSYS is the only known source and supplier of Technical Enhancements Customer (TEC) Support plans in the United States at NETL ™s site location. There is no other vendor or channel partner for NETL to purchase this software support agreement from. The ANSYS products are the only software with geometry flexibility, parallel solvers, and extensive sub-models for both dilute and dense, multiphase (gas-solid and gas-liquid) flow simulation capability which is a critical area of application for NETL. The NETL has been using ANSYS/FLUENT software for more than ten years and has a library of device scale models (UDF ™s) based on ANSYS/FLUENT software and thus must maintain compatibility with these models. ANSYS is the developer and only supplier of this software and the only source for software renewal updates, bug-fixes, and technical support. No other software can supply the capabilities and compatibility with existing NETL ™s ANSYS/FLUENT models. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on June 21, 2017. Responses must be submitted in writing to the Contact Specialist, Robert Mohn, via email at Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
