- JUSTIFICATION REVIEW DOCUMENT FAR SUBPART 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS - SOLE SOURCE JUSTIFICATION AND APPROVAL 1. Contracting Activity: Army Contracting Command - Aberdeen Proving Ground, 2133 Cushing Street, Building 61801, Room 3212, Fort Huachuca, Arizona 85613-7070 2. Description of Action: The 780th MI Brigade and Task Force Echo request to award a sole source contract to provide training to Task Force Echo personnel on Core Elasticsearch Operation, Kibana Workshop, and Core Elasticsearch Developer courses in order to be certified on their work role no later than 11 August 2017. The requirement's Period of Performance begins 05 July 2017 through 02 August 2017. Training will be a Firm-fixed-price contract (FFP) under the procedures of FAR Part 13.5. Funding for this requirement will be provided using Operation & Maintenance, Army (OMA) Fiscal Year 17 funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B). 3. Description of Supplies/Services: Task Force Echo is tasked to conduct a national security mission, which requires immediate training in order to perform the mission. Task Force Echo personnel requires training on Core Elasticsearch Operation, Kibana Workshop, and Core Elasticsearch Developer courses in order to be certified on their work role no later than 11 August 2017. Core Elasticsearch Operation is a 2 days instructor-led training, Kibana Workshop is a 1-day instructor-led training, and Core Elasticsearch Developer is a 2-day instructor-led training. Core Elasticsearch Operation and Kibana Workshop is from 05 July 2017 - 07 July 2017, 10 July 2017 - 12 July 2017, 17 July 2017 - 19 July 2017, 24 July 2017- 26 July 2017, and 31 July 2017 - 02 August 2017. Core Elasticsearch Developer is from 27 July 2017- 28 July 2017. Student capacity for each class is 25. This contract for Task Force Echo Training for period 05 July 2017 through 02 August 2017. Core Elastic Operations details of how to configure, manage and administer Elasticsearch clusters. Kibana Workshop focus on Kibana fundamentals and to explore visualizations and dashboards to gain insights from the database. Core Elasticsearch Developer focus on developing search and analytics applications using Elasticsearch. Core Elasticsearch Operation class covers the following modules and labs: Elasticsearch Overview, Operate/Configuring/Deploying, File Systems & Internals, Index Management & Aliases, Node Discovery/Types/Cluster State, Filtering/Awareness/Capacity Planning, Snapshot and Restore, Production Monitoring, and Production Operational Best Practices. Kibana Workshop class covers the following modules and labs: Data Story, Introduction to the Elastic Stack, Understand Event Data, Log in to Elastic Cloud Cluster, Configure Kibana index pattern, Kibana discover interface, Elasticsearch aggregations, Kibana Visualization interface, Kibana Dashboard interface, Analyze Apache Log Data, Search Queries, and Advanced Topics. Core Elasticsearch Developers class covers the following modules and labs: Introduction to Elasticsearch, Search API, Text Analysis, Mapping, Additional Search Features, The Distributed Models, Working with Search Results, Aggregations, More Aggregations, and Handling Relationships. The Elasticsearch classes also includes subscription of 12 Elastic Stack nodes for 25 students attending the Core Elasticsearch Developers and 125 students attending the Core Elastic Operation and Kibana workshop. Vendor shall conduct site survey prior to 05 July 2017. Vendor will provide one instructor, from the authorized reseller or education partner, for each class at the government location. The instructor shall be responsible to bring their computer to teach the class. The Contractor shall provide personnel, hardware, software, supplies, facilities, transportation, tool, material, supervision, and other items and non-personal service to deliver the training except items specified as government furnished property and services. Class instruction is taught in government-furnished location at building 316 Chamberlin Avenue, Fort Meade, MD. 20755. Government will provide 25 student laptops, three (3) large TV screen with HDMI cable available, chairs/tables/spaces for 25 students and one (1) instructor, and utilities including electricity, water, and wireless commercial internet. Instructor shall generate electronic certificate of attendance to the students at the end of the class and furnish copies to the Task Force Echo Training Officer identified in the Statement of Work. 4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 and 41 U.S.C. 1903 for Special Emergency Procurement as implemented by FAR Subpart 13.5: Unusual and compelling urgency 5. Reason for Authority Cited: This training requirement is critical to Task Force Echo's national security mission to prevent Army networks from becoming vulnerable to intrusion and exploitation by threat elements intent on compromising security of our networks. In the event this training is not provided, this will limit the task force's ability to properly defend all Army networks with new technics that would be taught in these courses, possibly increasing the vulnerability to intrusion, allowing threat elements to enter our networks, exploit sensitive information, and disrupt command and control of subordinate commands and their essential activities. This can have a catastrophic impact to our ability to accomplish the cyber mission in all commands. Disruption of networks can disable our ability to communicate and coordinate missions, resulting in mission failure. Interdiction and disruption of Army networks can have far-reaching impacts on a number of systems and functions ranging from budgets, pay and allowances, to into life support functions and activities. Physical harm to members serving in contingency operation can result from network compromises and vulnerabilities. Task Force Echo consists of mostly Army National Guard personnel activated in Feb 2017. During the planning phase is when the training requirements were identified and then provided to Army Cyber Command for support in assisting Task Force Echo in acquiring this training. Due to the aggressive cyber-attacks on networks within the United States, this task force was quickly formed and the determination made that specific training would be required to properly execute the mission requirements. The mission of this task force is critical to the cyber security of the nation and all training must be completed no later than 11 August 2017. Market research and discussions with FEDBIZ IT Solutions determined that in order to provide training by 05 July 2017, a contract would need to be in place by 31 May 2017 to schedule the instructors for this requirement. If the training requirements is not met, it will significantly affect the mission. 6. Efforts to Obtain Competition: The proposed contract is Urgent in nature and has national security implications if the required training cannot be acquired by the proposed timeline; however, three sources were sought, but only one responsible source is capable of providing the required training. A special notice synopsis for a sole source contract was posted to the Federal Opportunities website (FedBizOpps) on 16 May 2017, and made available for public inspection and comment. The closing date for the synopsis is 23 May 2017. To date, no companies have expressed an interest in performing, or have provided comments for this effort. Approval of this J&A allows the Government to award a contract to FedBiz IT Solutions. 7. Actions to Increase Competition: Three authorized resellers were contacted via telephone and email: FedBiz IT Solutions, Avalon Consulting, and Shadow-Soft. The only authorized reseller who can provide the support is FedBiz IT Solutions. A special notice synopsis for a sole source contract was posted to the Federal Business Opportunities website (FedBizOpps) on 16 May 2017, and made available for public inspection, comment, and to see if there are any other interested vendors. If there is any future Task Force Echo training requirement, every effort will be afforded to compete to the maximum extent possible. 8. Market Research: Market research was conducted on 17 April 2017 to 11 May 2017. As mentioned in paragraph 7, three authorized resellers were contacted via telephone and email: FedBiz IT Solutions, Avalon Consulting, and Shadow-Soft. The only authorized reseller that can provide the support is FedBiz IT Solutions. FedBiz IT Solutions provided a quote that satisfies Task Force Echo's training needs that includes Elasticsearch Operation, Kibana Workshop, Core Elasticsearch Developer courses, and 12 x Elastic Federal Subscription which includes Elastic Support and X-Pack commercial plug-ins. In addition to market research, a special notice synopsis for sole source contract was posted on Federal Business Opportunities (FedBizOpps) website on 16 May 2017, and made available for public inspection and comment. The closing date for the synopsis is 23 May 2017. To date, no companies have expressed an interest in performing, or have provided comments for this effort. 9. Interested Sources: To date, no other sources have written to express an interest. See Paragraph 6 for the synopsis information. 10. Other Facts: This training requirement is the first procurement for 780th MI Brigade and Task Force Echo. 11. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. Price analysis techniques per FAR 15.404-1 will be used in performing the price analysis. Price analysis will clearly demonstrate that the proposed price is reasonable in comparison with current or recent prices for the same or similar services. Certified cost and pricing data is not required as the service being acquired is considered commercial.
