- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies Corporation, 3175 Staley Rd., Grand Island NY 14072. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 500 employees. The FBI Laboratory Division (LD), Federal DNA Database Unit (FDDU) validates the Identifiers Direct Kit using the manufacturer's recommendation of a 1.2 mm punch size, and this process has been the approved procedure at the LD since 2010. The FDDU recently performed an evaluation of the punch instrument in use for daily operations, and it found the CPA 200 currently in use did not work efficiently with the laboratory process. The CPA 200 is only one of two standalone punch instruments identified for potential use within the lab, however, the CPA 200 is the only instrument currently validated and approved for use in the FDDU and used in the FDDU standard operating procedures and quality assurance manuals. In order to process the amount of samples that come in the laboratory daily and avoid experiencing malfunctions within the FDDU robotic platform, it is critical for the FDDU to acquire the newly developed and improved CPA 200 punch instrument. The procurement of this instrumentation will allow the unit to continue using the same instruments and standard operating procedures, and will ensure efficient handling of the high quantities of samples within the laboratory workflow. Market research has determined that the FDDU's requirements can only be met by the instruments manufactured by Life Technologies Corporation. Life Technologies Corporation has agreed to supply three newly developed CPA 200 instruments and provide credit towards the return of the two older instruments, in addition to provide the install and one year of servicing to cover the new units. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, Friday 9 June 2017, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
