Description
This requirement is for Diesel powered Forklift Trucks of varying capacities and Electric Alternating Current (AC) Tow Tractor Trucks for Tobyhanna Army Depot, Tobyhanna, PA 18466. Tobyhanna Army Depot (TYAD) has a requirement for the following Diesel Forklift Trucks and Electric AC Tow Tractor Trucks: One each (1) 9,000 pound (LB) capacity diesel forklift truck. The 9,000LB Lift Trucks shall be a counter-balanced, diesel-power drive Trucks with a telescoping, three stage mast, with a minimum load capacity of 9,000 pounds at 24 inch load center, minimum 194 inch Lift height to top of forks, and maximum 96 inch collapsed mast height. Five (5) each: Diesel 18,000LB capacity forklift truck counter-balanced, diesel-power drive truck with a telescoping, three stage mast, with a minimum load capacity of 18,000 pounds at 24 inch load center with a de-rate such that lift truck has 15,000 pound capacity at a 60 inch load center, minimum 177 inch lift height to top of forks, and maximum 110 inch collapsed mast height. One (1) each: Diesel 25,000LB capacity forklift truck. The 25,000LB Lift Truck shall be a counter-balanced, diesel-power drive Truck with a telescoping, two stage mast, with a minimum load capacity of 25,000 pounds at 24 inch load center, minimum 146 inch Lift height to top of forks, and maximum 139 inch collapsed mast height. One (1) each: Diesel 33,000LB capacity forklift truck. The 33,000LB Lift Truck shall be a counter-balanced, diesel-power drive Trucks with a telescoping, two stage mast, with a minimum load capacity of 33,000 pounds at 24 inch load center, minimum 120 inch lift height to top of forks, and maximum 117 inch collapsed mast height or such that it can transport a load through a 10' door opening at any tilt angle. Six (6) each: Electric AC Tow Tractors. The Tow Tractor shall be an electric-power drive vehicle with a minimum drawbar pull capacity of 4,500 pounds. The tow tractor will be used for towing four wheeled dollies carrying palletized loads and towing single axle military trailers from paint booths, outdoor storage, and/or next processing station. The tow tractor will be used in all types of weather both inside and outside enclosed industrial buildings for pick-ups and drop-offs. All equipment shall be new equipment and new associated equipment. Used and refurbished equipment are unacceptable and will not be considered. All repair and replacement parts shall be available for purchase and supplied from within the continental United States. Operator's Manual, Parts Manual, Maintenance Manual and Electrical Drawings shall be included. One hard copy and one electronic copy via CD shall be provided at delivery. Quality/Safety Inspection will be performed at Tobyhanna Army Depot by Tobyhanna Army Depot, personnel at time of delivery. Delivery: All deliveries shall be FOB Destination Tobyhanna Army Depot, Tobyhanna, PA 18466. Delivery of all Forklift Trucks and Tow Truck Tractors is required within 26 weeks from date of award. Orientation Training- The contractor will be required to provide orientation training of unit functions and potential differences from other units and ensure all designated drivers have a complete understanding of all operating procedures of unit. Warranty: The Forklift Trucks and Tow Tractor Trucks and its accessories furnished shall be warranted for a period of 2 years or 2,000 operating hours from the date of delivery. Warranty shall include all parts, labor, and accessories. This acquisition is being conducted as Unrestricted, Full and Open Competition. NAICS code is 333924, Size Standard is 750 employees, and in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 13.5 Simplified Procedures for Certain Commercial Items and FAR 15, Contracting By Negotiations as applicable. The solicitation Request for Proposal (RFP) W25G1V-17-R-0022 will be issued on or about June 19, 2017. Actual issue and due dates shall be established in the solicitation. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE. The Free Trade Agreements. Defense Federal Acquisition Regulation DFAR 252.225-7021, Trade Agreements and 52.204-7 System for Award Management, will be included in the solicitation. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is Incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. All proposals submitted shall require a technical proposal clearly describing the contractor's proposed equipment and capability to provide the requirements of the solicitation and statement of work. In addition, recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts similar in size and scope of this requirement performed within the past three years will be required with proposal submitted. Multiple awards may be made from the issued solicitation. Any resultant contract shall be a Firm Fixed-Price. In order to be eligible for award, all prospective offerors must have a current and active registration in System for Award Management (SAM) https://www.sam.gov and not show any Active Exclusion or Delinquent Federal Debt, and must be found to be responsible in accordance with FAR 9.1, Responsibility of Prospective Contractors.
