Description
SOURCES SOUGHT NOTICE Replace Air Handling Units, Space Station Processing Facility - Bid Package #5 INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability statements from all categories of small businesses for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for the project titled Replace Air Handling Units, Space Station Processing Facility - Bid Package #5 at Kennedy Space Center, Florida 32899. Small business firms (to include Small Disadvantaged (SDB), 8(a) participants, Women-Owned (WOSB), Economically Disadvantaged Women-Owned (EDWOSB), Veteran-Owned (VOSB), Service-Disabled Veteran-Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) concerns) having the capabilities necessary to meet or exceed the stated requirements are invited to submit capability packages, appropriate documentation and references. The Government reserves the right to consider a Small, 8(a), WOSB, EDWOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 238220, "Plumbing, Heating, and Air-Conditioning Contra ctors", and the small business size standard is $15.0 million. Estimated award date for this contract is October - November 2017, with a project period of performance of approximately 250 calendar days. The estimated price range of this project is between $500,000 and $1,000,000. SCOPE OF WORK The work includes but is not limited to the following: Replacing indoor air handling units (AHUs) # 21 and # 23 with new custom fabricated fan-wall style AHUs, including all associated mechanical (piping and ductwork), electrical, and controls work, in the KSC Space Station Processing Facility (SSPF). The replacement fan-wall AHUs # 21 and # 23 will be inserted in the same place as the existing units, requiring careful selective demolition. The replacement AHUs will service a 100K clean-work high bay area and special care will need to be taken during the delivery, storage and connection of the new units to minimize particulate contamination. Control system work will involve connections into an existing Andover control network. Fire protection and fire alarm work will require selective removal and reinstallation of existing duct smoke detectors, as well as localized testing of affected components. This facility will be fully occupied while work is to be completed. Specific project requirements include: 1. The replacement of two chilled water air handler units and their associated HEPA filters. The existing two AHUs will be demolished, with the exception of the duct hardware. 2. The air handler units shall be replaced with units with equivalent capacities. 3. Duct, piping, insulation, power, fire alarm, and controls work will be required to integrate the air handler units into the existing system. 4. Duct work is fabricated in accordance with SMACNA standards. Duct smoke detectors are wired in accordance with Division 28 specifications. Controls wiring is done in accordance with Division 26 specifications. 5. A cleanliness quality assurance plan shall be developed by the Contractor and approved by NASA. The cleanliness quality assurance plan shall address how the Contractor will maintain cleanliness of the 100K air conditioning system during demolition and construction. 6. This project shall have two phases of construction CAPABILITY STATEMENTS It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. The capabilities statement will consist of a: 1 page cover sheet referencing Source Sought Notice "NNK17WANZIE_AHU_SSPF_BP5", Capabilities Statement - "Replace Air Handling Units, Space Station Processing Facility - Bid Package #5". And ; The remaining nine (9) pages shall include the following: 1. Company Name, DUNS Number, Address, Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 238220. Provide a description of your firm's principal business activity; number of employees; and specifically identify if you are an 8(a) participant, a WOSB, an EDWOSB, a SD-VOSB, or a HUBZone small business. 3. Financial Capability - Provide bonding capacity of your firm, the most current Balance Sheet and Income Statement, and a summary of the firm's average annual revenue for the past 3 years. 4. Experience - Provide the number of years in business and listing of relevant work performed in the previous five (5) years. Relevant work for the purposes of this Notice can be defined as, but not limited to, the following: a. The Contractor shall have demonstrated performance of removal and replacement of industrial chilled water air handlers serving 100K clean room environments. b. The Contractor shall have developed cleanliness quality assurance plans addressing performance and procedures outlining how cleanliness is maintained during demolition and construction activities involving 100K or better clean room environments. The remaining pages can be used to further elaborate on pertinent experience or testing lab information. Capability packages must be submitted electronically, via e-mail, to Stefania Wanzie, NASA Contract Specialist, at the following email address: stefania.i.wanzie@nasa.gov on or before June 21, 2017. NASA/KSC will review all responses that comply with the submission instructions considering the breadth, depth and relevancy of experience as it relates to the work described above. NASA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location. No solicitation exists at this time; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the Federal Business Opportunities Website, FedBizOpps, (https://www.fbo.gov/). It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Failure to respond to this notice does not exclude any interested party from future consideration for proposals which may be announced or solicited by NASA.
