Description
This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Contract is anticipated to be a 5 Year - Indefinite Delivery Indefinite Quantity (IDIQ) Service Contract for Inspection of Load Handling Equipment and Training of Personnel. General Project Description 5 Year IDIQ Service Contract The work covered by this contract and its respective task orders against this contract consist of furnishing all Certified Inspectors, Instructors, Teaching Material, Practical Testing equipment, supervision, supplies and incidentals necessary to perform Inspections of Load Handling equipment and Training of Personnel in accordance with OSHA, AMSE and the EM 385-1-1 as specified in accordance with the performance-based contract specifications for Rivers Project and St. Louis District on U.S. Government Facilities. The primary contract areas consist of All St. Louis District Sites: Mark Twain Lake, Montgomery City Mo; Lock and Dam 24, Clarksville Mo; Lock and Dam 25, Winfield Mo; Melvin Price Locks and Dam, East Alton IL; Locks 27, Granite City IL; Service Base, St. Louis Mo; Dredge Potter, St. Louis Mo; Kaskaskia Lock and Dam, Modoc IL; Rend Lake, Benton IL; Lake Wappapello, Wappapello Mo. Work Statement Typical work includes, but not limited to, Inspection of All Load Handling equipment IAW all OSHA, ASME and EM 385-1-1 Requirements. Provide instruction IAW OSHA and EM 385-1-1 For Load Handling Equipment operations such and Lattice Boom Crawler Cranes, Mobile Hydraulic Telescopic Boom Cranes, Pedestal Mount, Rail cranes, Powered Industrial Trucks Telehandlers, Skid Loaders, Earth moving equipment, overhead cranes. Aerial Lifts such as Scissors lift, Telescopic boom lift and articulating boom lift. Boat operator Certification for Operation of boats under 26ft in accordance with AR 385-1-91. Instruction in Proper maintenance of above listed equipment, Rigging certification, Signaling, Critical Lift Planning and all required Refresher training on all the above. The contractor shall be available for typical operations utilizing an 8 hour work day during daylight hours Monday through Friday. The contract duration shall be 5 Years with individual task/delivery orders to be issued at the discretion of the contracting officer. The contractor shall have the capabilities of working and providing services at multiple locations within the contract limits simultaneously. Required Personnel: The contractor shall have the capabilities of supplying Certified Instructors and Inspectors required for performance of work as specified at multiple contract areas simultaneously. Required Equipment and Instruction Materials: The contractor shall have the capabilities of supplying all equipment and Materials needed to Perform Inspections of Load Handling equipment and Provide Training Materials required to Certify Operators in the Operations of the above listed equipment: Submission 1. Please provide examples of services provided and specific equipment covered that your company has performed in the areas listed below. No more than (3) three projects for any area indicated below in which you have provided services. Describe past work experience showing all or more than one of the areas listed that was performed under one contract. Areas of work involving characteristics that are similar to the types of work described below: a. Inspection and Certification of Load Handling Equipment and Heavy Equipment b. Providing Instruction/Training and Testing on Critical Lift Plan development and Equipment Maintenance c. Providing Instruction/Training, Testing, and Performance testing in the operation of Load Handling Equipment, All-Terrain Vehicles, Heavy Equipment, Boating Vessels, and Powered Industrial Trucks. d. Providing qualified representatives for analysis/inspection of wire ropes e. Developing and Utilizing Databases for tracking training and certifications 2.
