Description
Hamilton City Phase 2a Construction Project. The Government anticipates issuing a Request for Proposals (RFP) with the intent of awarding a Firm-Fixed Price construction contract for the Hamilton City Phase 2a Construction Project. This acquisition is proceeding as HUBZone small business set-aside. Project Description : The Hamilton City Flood Damage Reduction and Ecosystem Restoration Project Phase 2A Contract is located on the Sacramento River immediately north of Hamilton City, California. The Phase 2A contract includes construction of approximately two miles of setback levee embankment between County Road 203's intersection with the existing levee and highway 32's intersection with the existing levee, crossing through orchards and row crop fields. The levee will average 7.5 feet in height with a 15-foot crown and 3H:1V side slopes and includes construction of approximately 1,500 feet of seepage berm. A fill borrow source is located within three miles of the site. Other features of work include excavation of ditches on both the landside and waterside of the proposed levee and the backfilling of existing ditches. Removal of orchards, abandoned flood irrigation systems, and sprinkler irrigation systems will be a part of this contract. Installation of a gravel patrol road on the levee crown is also required. The Government estimates issuing the Notice to Proceed (NTP) on or about 20 October 2017. The period of performance for construction is estimated to be 456 calendar days from NTP. In accordance with the FAR 36.204, the magnitude disclosure of this construction project is between $5,000,000 and $10,000,000. This proposed contract action will be conducted using FSC Code: Y1LC and North American Industry Classification System Code (NAICS): 237990 Highway, Street and Bridge Construction and the small business size standard is $36.5 million. A Request for Proposal is estimated to be issued on or about 14 July 2017. The RFP will be issued on the Government Point of Entry known as FedBizOpps (www.fbo.gov). All plans and technical documents will be uploaded onto FedBizOpps as part of the RFP, available for inspection without charge. The estimated due date for proposals will be on or about 15 August 2017. Once issued, the RFP will identify a firm due date/time for receipt of proposals. The site visit/pre-proposal conference date, time and location will be identified in the solicitation. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
