Description
J&A NOTICE OF INTENT TO ISSUE AN ORDER/CONTRACT. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology intends to issue a purchase order to Washington State University, 412 E Spokane Falls Blvd, Spokane Washington. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement to develop online training for law enforcement officers (LEOs) and managers about the risks associated with shift work, long work hours, and related sleep issues and give strategies to reduce the risks. <<DRAFT SOW>> PURPOSE The purpose of the contract is to draft an online training for law enforcement officers (LEOs) and managers in the United States and obtain feedback from two (2) focus groups and a law enforcement training expert and a law enforcement labor representative. The training will cover the risks associated with shift work, long work hours, and related sleep issues and give strategies to reduce the risks. The process for developing a draft of the training includes the tasks listed in the first five Objectives below. Objective 6 is in preparation for the pilot test. Objective 1) Review an existing online training program on this topic that was developed for nurses and give suggestions to tailor the content for LEOs and their managers. Objective 2) Produce audio video segments to incorporate into the new law enforcement training program. Objective 3) Provide narration to relay the content in selected parts of the training program. Objective 4) Produce photographic images for the training program. Objective 5) Obtain feedback from law enforcement on the drafted online training. Conduct two focus groups of a mix of LEOs, managers, and trainers to obtain feedback and suggestions about an initial draft of the online training program for law enforcement. Obtain feedback from a law enforcement training expert at the state level and a law enforcement labor representative. Objective 6) Finalize the survey for the pilot test. SCOPE OF WORK Task 1). NIOSH Project Officer will provide drafts of the recruitment screener and moderator guide for the focus groups. The contractor will provide feedback on these drafts and work with the Project Officer to finalize these documents. Task 2). Contractor will review the existing online training program: ‘NIOSH training for nurses on shift work and long work hours' on www.cdc.gov/niosh/docs/2015-115/. This training is about 152 pages in Microsoft word, is moderately dense with text, and has an additional 26 pages of references. The Contractor will give specific, detailed suggestions on ways to tailor the content for LEOs and their managers. The Contractor will provide several types of suggestions to tailor the content: 1) images that reflect the work of law enforcement to insert into the training; 2) content relaying the impacts of insufficient sleep on LEOs' and their managers' health, safety, performance at work as well as impact on the safety of the public when an officer has decrements in performance due to fatigue; 3) draft content from several research studies that examined LEOs and/or their managers for health and safety outcomes associated with working at night and during the evening, long work hours, or associated with insufficient sleep and fatigue/sleepiness on the job; 4) strategies that are specific for law enforcement to reduce risks associated with shift work, long work hours, and related sleep and fatigue issues; 5) ways to tailor the training so it fits the culture and values of law enforcement and the systems, practices, and methods for giving training in law enforcement; 6) suggest policies, programs, and practices for law enforcement departments to organize the work of officers and their work schedules that will reduce the health and safety risks of working at night, during the evening, long work hours, and irregular schedules and give examples of best practices (effective practices) currently used in some law enforcement departments; 7) remove content that is specific to nurses and not relevant to law enforcement. NIOSH Project Officer will provide Contractor with Microsoft word files of the nurse training program. Contractor will use track changes on these files to give their suggestions. Effort will include conference calls and emails with NIOSH Project Officer to develop a draft of the training for law enforcement. This will likely be an iterative process of exchanging and discussing suggestions to work toward a final draft for law enforcement. Contractor will provide monthly or more frequent progress reports of suggestions to tailor the training. Task 3). Contractor will produce audio video segments to include in the training program. The contractor will provide all the equipment, supplies, and settings needed to carry out this work. These videos will be used to convey information, motivate, and engage LEOs and their managers on an emotional level and thereby increase the appeal and persuasiveness of the training. Two types of videos will be generated: 1) one or more law enforcement experts relaying content; 2) testimonials from five or more LEOs and/or managers relaying their experiences to reinforce content and the importance of adapting strategies to reduce the risks from shift work, long work hours, and related workplace sleep and fatigue issues. The Contractor will produce enough acceptable segments to cover 10 minutes or more of the drafted training program. NIOSH project officer will work with the Contractor and review preliminary ideas for content to better ensure the recordings will meet approval by NIOSH to include in a NIOSH training program. From any people in the audio videos, the Contractor will obtain a signed CDC talent and consent waiver giving CDC full permission to use these in CDC's internal and external materials including the CDC's internet site. The best format to produce videos is 1080p HD mp4 files. However, the following are also acceptable (the first three being the best): mp4, wmv, flv, mpeg, avi, mov. Video files and release forms will be sent to NIOSH Project Officer. The process will involve these parts. • To prepare for conducting recorded interviews, the contractor will communicate with NIOSH project officer to develop the plan to recruit appropriate participants who will include one (1)1 or more LEO experts and five (5) or more LEOs. • Contractor will carry out preliminary phone interviews with these participants to prepare for videotaping interviews. The contractor will identify participant's experiences that could be content for the training program. Contractor will discuss these potential experiences with the NIOSH Project Officer who will approve the experiences appropriate for the recorded interviews. The Project Office will discuss language and topics that will be appropriate (or will be avoided) in this interviews. • The contractor will set up an appropriate environment and provide the necessary equipment to carry out and record the interviews of the LEOs and police experts. A contractor will interview the participant and a videographer will record the interview to produce audio video recordings of professional quality that can be used in the training program. Several hours of recorded interviews will be needed to generate 10 or more minutes of usable footage. • The contact will provide $100 for each law enforcement participant to compensate each for their recorded interview and their travel and parking to the recording site. Task 4). Contractor will produce about 20 or more photographic images that will be used in the training program that cover different subjects/topics to relay law enforcement content in the training program. NIOSH Project Officer and Contractor will discuss possible content to better ensure the photos will meet approval by NIOSH to include in a NIOSH training program. The contractor will provide all the equipment, supplies, and rooms needed to carry out this work. The contact will provide $100 for each participant photographed to compensate for their time to take the photo and their travel and parking to the photography site. From any person in a photo, the Contractor will obtain a signed CDC talent and consent waiver giving CDC full permission to use the pictures in CDC's internal and external materials including the CDC's internet site. Photos and release forms will be sent to NIOSH Project Officer. Task 5). Contractor will provide narration services to relay information in selected parts of the training program. The contractor will provide the equipment and software needed to record the narrations. From the narrator (s), the Contractor will obtain a signed CDC talent and consent waiver giving CDC full permission to use the sound track recordings in CDC's internal and external materials including the CDC's internet site. Narration files and release forms will be sent to NIOSH Project Officer. The contractor will generate about 3 hours of narration for the training program. Task 6). Conduct one focus group to obtain detailed feedback on half of the drafted online training program. The focus group will be carried out in California. a. Contractor will recruit law enforcement participants so the focus group contains 9 participants who meet the criteria in the recruitment screener which are in brief: a mix of officers, managers, and trainers; participants in their early, middle, and late law enforcement careers; men and women; and persons from white, African American, and other races. b. Contractor will provide the meeting room and any equipment needed to carry out the focus group. c. Contractor will organize and carry out the focus group session. d. Contractor will produce an audio video recording of the focus group session which will be sent to the NIOSH Project Officer. e. Contractor will provide each participant with compensation of $250 from the contract funds for their participation. This amount was based on each participant spending 3 hours or more before the focus group session to review half of the training program and identify parts of the training to improve or give other feedback during the focus group session. They will spend about 1.5 hours in the group session. This compensation for participants will also cover their transportation and parking costs to the focus group location. To get nine (9) participants, the contract will cover compensation for eleven (11) participants to allow for a few who might drop out just before the group session. If more than nine (9) qualified participants arrive to the group session, the extra participants will be paid their compensation and directed to leave. f. Contractor will submit a written a summary analysis of the focus group session including the demographics of the participants and main points given by participants. The summary analyses of the group session and audio video recording of the session to be submitted to the NIOSH project officer by 1.5 months after the focus group session. Task 7). Carry out a second focus group to obtain detailed feedback on the other half of the drafted online training program. The focus group will be carried out in California. a. Obtain feedback on the drafted online training (estimated to be 150 to 200 pages) from an expert at the state level in law enforcement training and a law enforcement labor representative. Task 9). Contractor will work with the Project Officer to finalize the survey in a Microsoft word document which will be used in the pilot study of the training program. The survey will include a sleep activity diary from the contractor. The contractor and Project officer will discuss and finalize items identified or developed by the Project Officer to measure demographic characteristics, knowledge gained, worktime sleepiness and other sleep symptoms, changes in behavior after taking the training, and feedback about the training. GOVERNMENT FURNISHED MATERIALS The content for the new online training program for law enforcement will be tailored in part from an existing online training program: ‘NIOSH training for nurses on shift work and long work hours' on www.cdc.gov/niosh/docs/2015-115/. NIOSH will provide the content of this training program in Microsoft word files. PERIOD OF PERFORMANCE Time of the award to 12 months after the award PLACE OF PERFORMANCE The work will be primarily carried out at Washington State University and California. <<<<>>>>> This project is supported by a Justification for Other than Full and Open Competition (JOFOC) to Washington State University under authority of FAR Parts: 13.106-1(b), 13.501(a), 41 U.S.C. 1903, and 41 U.S.C 3304(a)(1). Describe previous work with several law enforcement departments in the United States. Provide evidence of membership in national police organizations. Provide evidence of working relationships in the law enforcement community, • Provide evidence of research expertise in the health and safety risks linked to shift work, long work hours, and related workplace sleep and fatigue issues and strategies to reduce these risks. Provide evidence of peer reviewed publications on this topic. Provide evidence of the ability to translate scientific findings for the training program and by sending an example of training content that relays findings from studies relevant to LEOs and/or their managers. • Provide evidence of expertise conducting studies using surveys, actigraphy, and sleep activity diaries to measure sleep, alertness, sleepiness, work hours, and related topics by providing evidence of peer reviewed publications of the study findings and funded research projects. • Provide evidence of expertise and experience in giving training to law enforcement officers, managers, and organizations on the topic of the health and safety risks linked to shift work, long work hours, and related sleep and fatigue issues and strategies to reduce those risks. Provide a list of training programs given to U.S. law enforcement departments, content of the training (for example PowerPoint slides used), dates, and contact information. • Provide evidence of expertise in conducting focus groups: send a list of focus groups moderated, the topic of the session, and type of participants. • Provide evidence of expertise in creating professional audio video recordings of interviews. Provide samples if available. • Provide evidence of expertise in creating professional photographs that might be appropriate for the training program. Provide samples if available. • Provide evidence of the ability to produce quality narration services. Provide samples if available. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days, in accordance with FAR Parts 12, 13 and 13.5 an order/contract and/or negotiations will be conducted with Washington State University, 412 E Spokane Falls Blvd, Spokane Washington.
