- This sources sought notice is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Surface warfare Center (NSWC), Corona Division intends to award on a sole source basis to Aluma Tower Company for the following: (3 ea) Portable Trailer Tower due to proprietary rights and data. This notice is published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which if received by 26 May 2017, shall be considered by NSWC Corona. Responses must be submitted in writing to the procurement specialist, Luke Salazar, via email at luke.salazar@navy.mil no later than 12:00 pm PST on the date noted above. Email should reference Sources Sought Notice N64267-17-T-0119 in the subject. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. CLIN 0001: Aluma Tower Trailer with Modifications P/N: TM53-70EB4/T2-60UGL or equivalent : Trailer Salient Characteristics •1. Trailer assembly should be constructed of galvanized steel. •2. Trailer shall have incorporated trailer braking system(s) with emergency breakaway brakes. •3. Trailer shall be equipped with a wheel and spare tire of the same type as mounted on trailer. •4. Trailer shall have 1/8 inch diamond plate decking. •5. Trailer shall be equipped with and aluminum storage box for cables etc. •6. Trailer shall have both a standard ball and "Pintle" compatible hitch mount. •7. Trailer hitch height shall be able to be adjusted via motorized electrical height adjusting mechanisms. •8. Trailer shall have retractable outrigger type leveling jacks mounted on all four corners of the trailer. •9. Trailer shall have all DOT necessary obstruction and warning lights and cabling to attach to a tow vehicle. •10. Tower assembly shall be constructed of heavy duty aluminum material to reduce weight and provide protection from harsh desert environments. •11. Tower height when erected shall be approximately 60 feet above ground level (AGL) +/- 5 feet. •12. Tower shall have no more than two (2) total sections. •13. Tower shall be able to be fully deployed and stabilized without the need of supporting guy wires. •14. Trailer/Tower shall be certified for transport on a C-130 aircraft when retracted and stowed and shall have C-130 tie down points. Weight certification is 12,000 pounds. •15. Tower shall be able to be erected using DC power from a tow vehicle and or from self-contained on board battery power. •16. Tower/Trailer shall have an on board battery system and battery system charger capable of erecting and retracting the tower without aid of outside power. •17. Tower erection shall be capable of using 12 Volts or 24 Volts DC power directly from the tow vehicle without the aid of an additional source of power. •18. Tower shall be able to support a payload of up to 300+ pounds at the top of the tower when erected. •19. Tower shall have radial pressure slide bar system that would eliminate the use of guy wires for tower stability. Required Modifications •20. Trailer shall be equipped with a wheel and spare tire of the same type as mounted on axles. Spare tire shall be mounted at the nose of the trailer close to the hitch structure. Reference drawing # 6DD29-RS32-20160523-001. •21. Trailer shall have a 6' ladder mounted securely on the right rear outrigger. Reference drawing # 6DD29-RS32-20160523-001. •22. Tower and trailer shall be painted and/or powder coated "Desert Tan" matte finish, use color matching system RAL #33446. This includes all galvanized steel and aluminum surfaces of trailer and accessories. •23. Tower shall have top-mount support base plate and beam to account for three WISS scoring camera adjustment rotors. Reference drawing # 6DD29-RS32-20160523-006 and 6DD29-RS32-20160523-007. •24. Trailer shall have copper ground point mounted on the top toward the rear of deck to provide grounding of trailer and tower to earth ground during operation. Reference drawing # 6DD29-RS32-20160523-001. •25. Trailer shall have a second empty aluminum box without cutouts mounted on the opposite (left) side of the battery box. Reference drawing # 6DD29-RS32-20160523-001. The battery box shall the following part number from Aluma: 300047. •26. Trailer shall have quantity of 2ea 7000-pound rated drive axles. Reference drawing # 6DD29-RS32-20160523-001. •27. Tower shall have quantity of 2ea mounting brackets for microwave radio assembly welded at the top of the lower section. Reference drawing # 6DD29-RS32-20160523-004. •28. Tower shall have quantity of 2ea Quick Detach Microwave Mounts for the microwave brackets. Reference drawing # 6DD29-RS32-20160523-005. •29. Trailer shall have added deck structural support that is perpendicular to the long edge of the deck to accommodate three solar pedestals (450 pounds each). Reference drawing # 6DD29-RS32-20160525-001. •30. Tower shall have electrical and mechanical support to extend 10 feet from nested state in the horizontal position. •31. Tower shall have two mounting brackets for cable track that is capable of supporting the weight of the track and the internal cables at the minimum 50 pounds total. Each bracket is to be welded at the top of each tower section. Reference drawing # 6DD29-RS32-20160523-002 and 6DD29-RS32-20160523-003. •32. Trailer shall have all winches' control connectors and solar pedestal actuators' control and breakers in a lockable enclosure at the tower support structure on the right accessible by the operator while standing on the ground. All wiring must be permanent accept for the handheld controllers. Reference drawing # 6DD29-RS32-20160523-001. •§ The enclosure and panel shall have the part number from Hoffman: CSD12248 and CP2412G. •33. Trailer shall have three actuator sets bolted on the deck at designated locations. Reference drawing # 6DD29-RS32-20160525-001. Actuator and bracket shall have the following part numbers from Progressive Automations: PA-17-18-2000 and BRK-17. •34. Trailer shall have +12VDC AGM type batteries and are capable of operating in 60 degree Celsius ambient temperature. These batteries shall be capable of delivering at the minimum 105 Amp Hours at 20 hour rate and Cold Cranking Amp of 680. •35. Tower shall have a strap mounted on the lower section to secure a cable track. Cable track will be on top side of tower during stow position. This strap shall be mounted 12' below the top of the lower tower section. Reference drawing # 6DD29-RS32-20160523-001. •36. Tower shall have two 2" aluminum bars welded on the left side of the lower tower section for junction box (JB) mount. Reference drawing # 6DD29-RS32-20160523-001. •37. Trailer solar panel for the winches shall have sand-blasted collective surface to diffuse laser reflection. •38. Tower shall have an aluminum pipe that is 2" diameter and 4" in length welded to the right side of the lower tower section as the cable track guide. Reference drawing # 6DD29-RS32-20160523-001. •39. The trailer shall have clear deck space that is 234" (L) x 66" (W) x 53" (Vertical Clearance). Reference drawing # 6DD29-RS32-20160523-001. •40. The trailer shall have four retractable outriggers mounted in close proximity of the tower. These retractable support outriggers shall have 16' in length at the minimum when fully deployed. Reference drawing # 6DD29-RS32-20160523-001. •41. The tower shall have maximum of 0.1 degree deflection in 30 MPH wind with 300-pound payload and wind loading surface area of 20 square feet. •42. The tower shall have minimum survival wind speed of 70 MPH. •43. The trailer shall have a NEMA-4 lockable enclosure mounted on the left rear tower support structure for solar panel and batteries disconnects. Reference drawing # 6DD29-RS32-20160523-001. •§ The enclosure and panel shall have the part number from Hoffman: CSD12248 and CP2412G. •44. The trailer shall have two batteries enclosures mounted on the deck next to the fenders. Reference drawing # 6DD29-RS32-20160523-001. •§ The aluminum enclosures shall have the part number from Ameresco: BBA-10 •45. The trailer shall have one aluminum enclosure mounted on the deck between the batteries enclosures for accessories. Reference drawing # 6DD29-RS32-20160523-001. •46. The tower shall have a NEMA-4 lockable junction box enclosure mounted on the left face on the lower section. Reference drawing # 6DD29-RS32-20160523-001. •§ The enclosure and panel shall have the part number from Hoffman: CSD24248 and A24P24SS6. •47. The trailer shall have a partitioned plate in the tool box to separate trailer's accessories with other equipment owned by the government.
