- Bureau of Indian Affairs (BIA) “ Construction Administration / Construction Inspection (CACI) Services Notice Type: Sources Sought “ IEE or ISBEE Contractors Date: Tuesday, June 06, 2017 Classification Code: R499 “ Support “ Professional: Other NAICS: 541330 - Engineering Services Small Business Size Standard: $15M The Bureau of Indian Affairs (BIA) is seeking qualified Indian Economic Enterprise (IEE) or Indian Small Business Economic Enterprise (ISBEE) contractors who can perform the services required. A description of the services is listed below. Description of Requirement The BIA mission is to enhance the quality of life, promote economic opportunity, and carry out the responsibility of protecting and improving the trust assets of American Indians, Indian tribes and Alaska Natives. The BIA acquisition office strive to achieve these objectives by soliciting for capable vendors among the IEEs and awarding them Government contracts in accordance with Buy Indian Act, 25.U.S.C 47, Department of the Interior (DOI) acquisition regulations, and the Federal Acquisition Regulation (FAR). The government anticipates awarding multiple, simultaneous construction projects across the Continental United States and Indian Country. The CACI acting as an independent contractor and not as an agent of the Government, shall provide necessary personnel, facilities, instruments, supplies, travel, material and equipment for construction management / inspection services. The construction management services provided shall provide the capability to support multiple, simultaneous projects nationally. The scope of CACI services under this anticipated acquisition will include, but are not limited to: professional services in the design and construction industry, such as pre-planning, programming, design management, design review, procurement support, construction management, commissioning and post-construction support. Review of design development and working drawings for constructability and sustainability, cost estimating, participation in value engineering studies, project coordination and reporting, supervision of waste management, cost and schedule control, review of submittals, testing services, contract administration including inspection for conformance with design and specifications, change order administration, claims analysis and litigation support, and other contract quality assurance functions. This is not a solicitation announcement and is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice. Any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents should ensure that their response is complete and sufficiently detailed to allow the Government to determine the organization ™s qualifications, relevant experience, and capability of performing the work.
