- Attachment A - Pricing Schedule Attachment B - Performance Work Statement Attachment C - Additional Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is hereby provided as an attachment. Solicitation number DTMC75-17-Q-00009 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The associated NAICS code is 541611 Administrative Management and General Management Consulting Services. The small business size standard is $15.0M. The Small Business Competitiveness Demonstration Program is not applicable to this acquisition. The Federal Motor Carrier Safety Administration, a bureau of the U.S. Department of Transportation, has a requirement for Strategic Planning and Program Verification and Validation. This acquisition is set-aside in accordance with FAR subpart 19.1305(b) Historically Underutilized Business Zone (HUBZone) Program. The period of performance includes a base period of 12 months, plus four (4) 12-month option periods. The place of delivery and government acceptance shall be the U.S. Department of Transportation Headquarters, Washington, DC 20590. Firms must submit a complete quotation. One copy shall be submitted as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be submitted by email. The quotation shall contain all content and shall be sized to permit electronic submission. Each quotation submission shall be on 8-1/2 x 11-inch paper, in a commercially standard font. Each page in the quotation shall be separately numbered. Any additional clauses required by public law, executive order, or acquisition regulations in effect at the time of execution of the order will be included. The government anticipates award of a single Blanket Purchase Agreement; the resultant BPA Calls shall be Firm Fixed Price. However, t he Government reserves the right to make zero, one, or more awards and will not be liable for any costs incurred in response to this solicitation. The Government will evaluate quotes in accordance with the evaluation factors set forth in this RFQ. The quote shall demonstrate a reasonable relationship between the services offered and the prices for those services. Firms shall offer to perform all requirements. The offer shall include all required deliverables as set forth in Performance Work Statement entitled, Strategic Planning and Program Verification and Validation ( Attachment B ). The offer shall be comprised of two volumes. VOLUME I shall be separate from VOLUME II. Important. P ricing information shall not be contained in Volume I. VOLUME I -- TECHNICAL Each offeror shall provide a complete description of their technical capability, staff qualifications and approach in a format and content applicable to the Statement of Work requirements. Failure to provide any information may result in the offeror being removed from consideration. In the most comprehensive manner, Technical shall set forth the Offeror's technical understanding and approach to performing all of the specified requirements as delineated in the PWS. The Offeror shall present a clear, concise description of how it plans to accomplish the technical efforts defined in the PWS. The offer shall include a draft project outline of the scheduled phases for all work requirements and its understanding and ability to execute the required tasks. The offer shall include a contractor risk plan to identify all critical items. The offer shall list only those personnel with technical expertise critical to the success of the requirements set forth in the PWS. In total, the offer shall describe the overall technical capability and approach for the work described in the PWS to include each unique tasking or activities described therein. The offer shall also describe how the work will be performed with respect to incorporating subject matter expertise for technical methodologies, processes and procedures. Offeror shall summarize corporate experience and expertise. The summary of corporate experience and expertise will be evaluated with respect to the technical areas listed below. The offer shall include resumes providing experience and expertise of each individual key personnel. The offer shall demonstrate a technical understanding of the requirement and should not simply restate the PWS requirements. The offer will be evaluated on experience in the following technical areas: •1. Conducting agency-level strategic planning activities to include developing strategic goals, objectives and performance metrics, and best practices. •2. Preparation and editing of program evaluation reports; training manuals; and white papers. •3. Report/presentation design to include graphics and style guides. •4. General data and trend analysis. •5. Data management including processes for organizing and distributing data. •6. Development of standard operating procedures and processes. •7. Program verification and validation. PAST PERFORMANCE Past performance will be reviewed to assure that the offeror has relevant and successful experience. The Offeror shall provide a complete description of their Past Performance. The offer will be evaluated to determine the extent to which it demonstrates performance at a level similar in size, scope and complexity and ensures an appropriate level of confidence that the requirements as described in the Performance Work Statement will be met. The demonstrated work experience shall be of similar dollar value and financial impact to client. All work shall have been completed or in process with the last three years. Offers with no relevant past performance history or for who information on Past Performance is not available may be assessed a Neutral rating, i.e., a Neutral rating will not increase or decrease an offeror's overall rating. The offer shall list at least three contracts for the same or similar work confirmed by references of successful past performance, demonstrated quality of services, compliance with PWS requirements, contract management, and customer satisfaction. For each reference, the Offeror shall identify the following information: A. Name and address of the company/agency B. Points of contact (Contracting Officer, COR, etc.) C. Telephone numbers and email addresses D. Contract Number and Contract Type E. Identify if your firm's role (Prime or Subcontractor) F. Contract Value G. Original Value H. Current Value I. Explanation of Cost Growth J. Period of Performance K. Project Start Date L. Original Completion Date M. Explanation of any Delays N. Type of work performed O. Problems encountered and their resolutions P. Any subcontractors or partnerships Q. Contract title and description VOLUME II -- BUSINESS AND PRICE The offer shall include FAR 52.213-3 Offeror Representations and Certifications-Commercial Items. The offer shall include a completed Pricing Schedule ( Attachment A ), as well as an itemized breakdown of the proposed unit prices, as applicable. The Pricing Schedule also includes annual estimates for Travel. Pre-approved Travel shall be reimbursable in accordance with FAR 31.205-46 and upon submission of adequate documentation as described in the Federal Travel Regulations. The Offerors shall submit pricing for the total requirement inclusive of optional CLINs. The unit rates shall be inclusive of all labor, material, equipment, and Other Direct Cost. The Offeror shall set forth any limitations and/or assumptions in the offer. Firm fixed prices shall be binding. Firms must disclose their business practices and prices in a format that provides sufficient information for the Contracting Officer to make a determination of fair and reasonable pricing. The quote shall demonstrate a reasonable relationship between the services offered and the prices for those services. Offers will be analyzed for reasonableness and completeness. Offerors are encouraged to include price discounts from its established labor rates. Where discounts are offered, each Offeror shall identify the percentage of any price discount and/or reduction. BASIS FOR AWARD The basis for award shall be best value. All evaluation criteria that will affect contract award and their relative importance are set forth in the solicitation. The evaluation criteria are listed in order of importance. While Price will not receive an adjectival rating, it shall be evaluated. Award shall be based on an integrated assessment of offers using all criteria in the solicitation. Award may be made based on the initial offer. •• Technical •• Past Performance •• Price The provision at 52.212-1, Instructions to Offerors-Commercial, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items shall apply to this acquisition as set forth in the attached RFQ. The following Federal Acquisition Regulation clauses shall also be applicable to this acquisition: 52.227-14 Rights In Data--General (Dec 2007). Additionally, Department of Transportation clause 1252.223-73 Seat Belt Use Policies and Programs (APR 2005). All offers shall include two sections, i.e., Section I - Approach, Contractor's Qualifications, and Past Performance and Section II - Business and Pricing. Section I shall include a description of the contractor's approach to conduct and complete all tasks, a demonstration of the contractor's qualifications, and a list of three (3) projects -Past Performance references - performed within the last three years. Section II shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications - Commercial Items, and complete pricing for CLINs 0001-4020. (FAR 52.212-3 shall not count toward the 25-page limitation.) A Defense Priorities and Allocations System (DPAS) rating is not applicable to this acquisition. The quotation shall be limited to 25 pages (excluding Resumes, and Representations and Certifications ). Offers shall remain valid for 90 days. All vendor questions shall become due by 10:00 a.m. on June 12, 2017. All quotations shall become due by 10:00 a.m. on June 21, 2017. The vendors' questions, as well as quotations, shall be submitted electronically to both the Contract Specialist, Prattsie.Artis@dot.gov, and the Contracting Officer, Shannon.Humphrey@dot.gov at DOT/FMCSA/Office of Acquisitions Management, 1200 New Jersey Avenue, Washington, DC, 20590. The quotes submitted shall form the basis for award. This combined synopsis/solicitation shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed.
