Description
Shock, Vibration and Acoustics Qualification Procedures for Aircraft Equipment Draft Requirements NOTICE This is not a solicitation but rather a request for information to determine potential sources and gather information for planning purposes only. Description 1. The proposed North American Industry Classification Systems (NAICS) Code is 334511, which has a corresponding size of 1,250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. 2. The Government estimates a need of approximately 164 display systems to support fielding and initial spares. Follow-on requirements for future sustainment needs will be determined at a later time. Company RFI 1. What is your Commercial and Government Entity (CAGE) Code? 2. Is your interest in this effort as a prime or sub-contractor? 3. The applicable North American Industry Classification system (NAICS) code for this acquisition is 334511: Based on this NAICS code what is your size status? a.  Small Business b.  Small Disadvantaged c.  Women-Owned d.  Veteran-Owned e.  Service Disabled Veteran Owned f.  Hub-zone g.  Large Business 4. After you review this RFI and supporting materials, do you believe that the NAICS code 334511 is the appropriate code? 5. Explain your experience producing and integrating aircraft displays and display systems. 6. Explain your experience with other military weapon system "glass cockpits". 7. Explain your experience with building Air Force TOs/TCTOs. 8. Describe your facilities, transportation, manufacturing, and manpower capabilities and capacity. 9. Describe your in-house or partnering ability with secondary processors (subcontract management).What quality control measures do you currently have in place (ISO 9000, 9001, AS9100, NADCAP (National Aerospace and Defense Contractors Accreditation Program))? 10. Describe your experience with Government Source Inspection, Critical Safety Items, and other OSHA standards. 11. Are you currently registered in the System for Award Management (SAM) (formerly known as Central Contractor Registry (CCR)/Online Representations and Certifications Application (ORCA), and the Wide Area Workflow (WAWF)? Project RFI 12. Are the System Requirements (appendix) feasible in a COTS/GOTS solution? 13. What does industry hold as the most critical characteristics to a digital display onboard a fighter aircraft? 14. Ignoring the Pixel per Inch (PPI) requirement, what is the highest resolution display available to satisfy system requirements? What is the cost trade space for various PPIs that may be used as a solution? 15. What is your solution response? Your response should include capability, features (touch screen, OSBs, onboard memory, etc.), dimensions, and pictures of concept. 16. What other solutions are you aware of that can meet the government's requirement? 17. What do you estimate your production capacity would be (display assemblies per month or similar metric)? 18. What data-rights and source data would your solution to offer? 19. What price break points can be associated with quantity bundling using 164 display systems as a planning factor? 20. Would you be willing to provide a no-cost rough order of magnitude (ROM) for prototype and production units? If so, please include as part of your response including assumptions. 21. How would you propose long-term sustainment for your solution and what warranties would you anticipate providing? If you offer a warranty, please explain the general terms of the warranty to include (as part of the no-cost ROM), an estimate of contract costs with and without this warranty. 22. What support equipment would be required?
