Description
Justification for Other than Full and Open Competition-PR0005008 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Quantum Analytics, 3400 E 3rd Avenue, Foster City, CA, 94404-1101, for the purpose of procuring a Frontier Labs Pyrolyzer, Autosampler and the associated software. The FBI requires an additional Frontier Labs Pyrolyzer, Autosampler and the associated software to be installed and that will interface with our existing Agilent Technologies Gas Chromatography/Mass Spectrometer. The FBI's Chemistry Unit (CU) has an existing Frontier Pyrolyzer system that is being used for case work. It has been previously validated and the CU's Standard Operating Procedures are specific to this system therefore the new system must be identical to the existing one. The following are the technical requirements. Pyrolyzer • Ceramic micro furnace design with temperature reproducibility of ± 0.1°C • Heating of the sample must utilize a vertical micro-furnace • Mount directly on the gas chromatograph inlet without any external transfer lines • Capable to achieving temperature from ambient room temperature +10°C up to 1050°C in 1°C increments with ±1°C stability • The transfer line between the furnace and the analytical column must be less than 8 cm in length and sample should not come in contact with any polymeric material (such as rotary switching valves) • Capable of performing multiple analysis on the same sample (e.g. thermal desorption followed by pyrolysis) and the sample must be removed from the furnace between analysis • Must include a 2 year warranty Autosampler • Single tray capable of holding 48 samples • Capable of analyzing the sample in sequence or in random selection • Sample cups must be made from stainless steel that has been deactivated • Sample cups volume must be ≤80uL • Capable of performing automated analysis of 48 samples including single and double shot analysis Software • Capable of controlling all set points of the pyrolyzer and the autosampler • Capable of graphical display that dynamically indicates where the sample cup is during the sequence and display actual and set point temperature during the run • Capable of performing all modes of operation: o Evolved Gas Analysis (EGA) o Pyrolysis o Reactive Pyrolysis o Multi-step thermal desorption o Thermal desorption followed by pyrolysis o Heart cuts based on the EGA thermograms o UV irradiation o Include F-Search library Ver 3.5 ad includes the polymer and additives library Based on market research, and Government end-users, it has been determined that Quantum Analytics is the sole distributor in the United States that is capable of providing the Frontier Labs Pyrolyzer, Autosampler and the associated software and installing and interfacing it with the FBI's existing Agilent Technologies Gas Chromatography/Mass Spectrometer. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
