- Synopsis This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15-day pre‐solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition. The solicitation will be in support of the FHWA Office of Technical Services' (OTS) National Highway Institute (NHI) for the development, update, and delivery of training, supplemental materials, and services to support training in the areas of Financial Management, Business, Public Administration, Quality, Civil Rights, Highway Safety and Communication. The National Highway Institute is the training and education arm of the Federal Highway Administration. Its mission is to provide technical transportation training and associated materials to the surface transportation community. The NHI website (http://www.nhi.fhwa.dot.gov/) provides a listing of current training courses in the Financial Management, Business, Public Administration, Quality, Civil Rights, Highway Safety and Communication categories (i.e. the 230XXX, 310XXX, 380XXX and 420XXX series), as well as information on training philosophy, instructor standards, and the NHI Style Guide. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award multiple ID/IQ Contracts under which firm-fixed-price or time-and-materials Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 611430 with a size standard of $11 Million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in May/June 2017. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
