INL Coordinator Nairobi, Kenya Issuance Date: 06/02/2017 Closing Date: 06/16/2017 SOLICITATION NUMBER: PSC-17-019-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through providing effective foreign assistance and through fostering global cooperation. INL's Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in-country administer U.S. government assistance to the Kenyan criminal justice sector, including its police and justice institutions. Embassy Nairobi also administers INL/AME's Somalia programs. INL's Somalia programs support the development of the criminal justice sector, security sector reform, and the prevention of transnational organized crime. The INL Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well work with INL/AME to develop and manage programming activities. The INL Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, rule of law, and administration of justice, corrections), as well as with host government contacts. The INL Coordinator will monitor INL programs throughout Kenya (and Somalia as directed), analyzing their effectiveness and suggesting improvements. The INL Coordinator will present these approaches to INL/AME for discussion and approval. The INL Coordinator will reside in Nairobi and occasionally travel and work elsewhere in Kenya (and in Somalia as directed), as circumstances dictate and allow. The purpose of this Personal Services Contract is to backfill the position of INL Coordinator at Embassy Nairobi. The INL Coordinator will develop, implement, and oversee INL programs in Kenya (and in Somalia as directed). The INL Coordinator will help oversee all management aspects of the program to include training, funding, equipment accountability, implementer performance, and other duties as assigned. The INL Coordinator will also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to the Kenyans (and Somalis as directed). The INL Coordinator must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment. DUTIES AND RESPONSIBILITIES • Identifies potential program efforts and areas of development for future programs that will fulfill INL's goals and objectives. • Evaluates and advises Mission leadership on the performance of Kenyan agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs. • Works with Kenyan officials to determine how best to develop institutions that enhance Kenya's criminal justice sector, including the police, the judiciary, the corrections system, and civil society. Generates support for and actively advances U.S. policy objectives with key officials, influential organizations, the media, and leaders in the private sector. • Liaises with and assists the various Kenyan law enforcement agencies in developing viable capacity-building projects in the fields of: accountable policing and oversight, forensics, and institutional reform. Also acts as liaison between these Kenyan entities and other components of the U.S. Mission. • Maintains the necessary professional and social relationships with Kenyan justice sector officials to ensure close, cooperative working relationships. • Assists in the preparation of such reporting as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request. Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc.). Helps administer and monitor the expenditure of funds provided to implementers. Prepares program documentation and procurement requirements for assistance projects. Helps prepare regular reporting, as well as monthly status reports to INL/AME. • Analyzes and reports on law enforcement and justice sector developments in Kenya, ensuring that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of Kenya's justice sector. • Briefs Department, Congressional, and other international dignitaries orally and in writing on the INL-funded law enforcement programs in Kenya. Prepares documents for presentation to the U.S. Congress. Develops appropriate itinerary and accommodates official travelers, as necessary. • Ensures that the INL Office is effective in channeling and coordinating INL assistance to the governments of Kenya. • Establishes and maintains appropriate internal management control systems. Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes. • Provides analysis and guidance in project budget preparation, and program planning. • Conducts senior-level field surveys, evaluations, and special studies, as directed. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The INL Coordinator will report to the Political Counselor and work as part of the Political Section and Law Enforcement Working Groups at U.S. Embassy Nairobi. S/he also will receive additional guidance from and liaise/coordinate with the INL staff in Washington, D.C. The head of the Political Section in Embassy Nairobi will provide yearly performance reviews to the INL/AME Africa Team Lead in Washington, D.C. to contribute to the candidate's official yearly performance review. The INL Coordinator will work closely with INL, U.S. law enforcement personnel, U.S. Embassy Nairobi personnel, host government law enforcement officials and other project stakeholders. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis and communicate well is essential in coordinating with other agencies/governments active in the fields of criminal justice sector reform, rule of law, and administration of justice, as well as with host government contacts. SCOPE AND EFFECTIVENESS The INL Coordinator will perform broad and extensive assignments related to programs spanning the full-range of INL program activities in a very dynamic and complex environment supporting a full-range of the INL mission. MINIMUM QUALIFICATIONS 1. U.S. citizenship, and able to obtain/maintain Department of State Secret Clearance and medical clearances, may start with an Interim Secret Clearance. 2. Bachelor's degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. 3. Demonstrated five (5) years of experience drafting highly complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. 4. Demonstrated five (5) years of experience of experience managing international development programs, to include design, monitoring and evaluation of programs, preferably in-country/in the field. 5. Demonstrated five (5) years of experience working within international development programs; experience drafting related reports/documents, annual budgets, and strategic plan submissions. 6. Demonstrated experience developing criminal justice and security sector training programs and supplemental curriculums. 7. Demonstrated experience working effectively with host-nation counterparts, departments, and ministries to further U.S. program objectives and to communicate any issues in a timely and concise manner. 8. Substantive knowledge and experience within Africa of rule of law or law enforcement programs. 9. Demonstrated experience with the review and development of police curriculum, instruction manuals, and/or standard operating procedures. 10. Superior interpersonal and managerial skills. 11. Proficient in Microsoft Office Suite. 12. Excellent oral and written English communication skills. 13. Demonstrated experience in planning, strategizing, implementing and reporting on projects. 14. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days arrival at Post. 15. Demonstrated ability to work within an embassy setting and effectively with other U.S. agencies and host-nation counterparts. PREFERRED QUALIFICATIONS 1. Previous substantial experience in east Africa. 2. Previous experience managing assistance programs in Africa. 3. Previous experience in the training of African law enforcement and/or judicial officials. 4. Graduate degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. 5. Previous experience cultivating extensive networks of law enforcement and judicial officials to successfully implement programs. 6. Experience working for the Department of State. 7. Established networks with international journalists and NGO's. 8. Advanced understanding of U.S. foreign policy in Kenya. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. TRAVEL REQUIREMENTS This position is based in Nairobi, Kenya. Travel in and around the region will be required. PRE-DEPLOYMENT REQUIREMENTS 1. If applicable - Consultations with the INL Program Office may be required. EVALUATION FACTORS: Factor 1: Program Management (40 Points) Demonstrated experience in program management, especially in international programs involving multiple agencies that include foreign government entities; to include experience involving analytical, planning, management, advisory, operational, or evaluative duties. Factor 2: International Experience (25 points) Demonstrated experience managing international programs (preferably in East Africa); to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Factor 3: Past Performance (20 points) Past Performance of applicant's ability to perform duties assigned related to the position. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). Factor 4: Communication (15 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines, and advise program officials. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
