THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). SOLICITATION OR SPECIFICATIONS MAY BE POSTED ON OR AROUND Fiscal Year 2018. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The Sources sought is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this notice. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this sources sought; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. NAVFAC Far East Acquisition, Atsugi, Japan is seeking interested, eligible, qualified, responsible prospective Construction firms capable of providing Design/Bid/Build, STAND-ALONE CONSTRUCTION CONTRACT, to support the U.S. Government s contemplated project construction in Atsugi, Japan. The scope of work is as follows: PROJECT TITLE: Repair HVAC, Support Equipment Rework Facility (SERF), building 497, Atsugi, Japan. NAVFAC FEAD PWD ATSUGI, JAPAN has a contemplated Design Bid Build for FY 2018. The contemplated Project requirement will repair the 47 year old Support Equipment Rework Facility (SERF), building 497, by replacing the existing failing HVAC system components and relocate the above ceiling AHUs into the new mechanical room west side of the building. This includes new mechanical room, existing mechanical room, Engine Dyno room, Foremans Office and Load Test/Non-Destruct Inspection room. The contemplated Project requirement will replace the existing heating, ventilation and air-conditioning (HVAC) system in Building 497, that includes the removal and replacement of existing water chiller, chilled and condensate water pump, air handling units (AHU), cooling tower, steam supply pipes, condensate return pipes, supply ducts, return ducts, ventilation system, diffuser, expansion tank, electrical panel board, wiring, and related accessories. It also includes the installation of new mechanical shed, air to air heat pump type air-conditioning (A/C) unit, non-slam check valve, instrument control system, switchgear, lights, receptacles, direct digital control (DDC), lightning protection system, fire alarm with mass notification system (MNS), CO sensors on exhaust system, telecommunication conduits, seismic retrofit, asbestos containing material/lead-based paint (ACM/LBP) abatement, civil work, temporary/miscellaneous work; replace exterior steel doors and windows, replace ceiling, and paint non-slip floor coating that includes removal of existing floor coating and joint caulking, paint striping, zebra line, and symbol marking. The HVAC system in Building 497 has deteriorated and failed. Temporary fixes to provide minimal heating, cooling and ventilation are also failing that the tenant had to purchase electric mini heaters for temporary heating just to pass this coldest months of winter. Project supports Carrier Air Wing Five squadrons and all aircraft platforms with a fully functioning support equipment facility by fixing the ailing HVAC system, addressing life and safety deficiencies, and providing a sustainable system to enhance mission readiness for the ground support equipment shop facilities. The mission of NAF Atsugi is to support operations of the U.S. Navy aviation activities as assigned. SERF Building 497 is under Fleet Readiness Center Western Pacific (FRCWP). They provide depot-level maintenance, engineering, manufacture and overhaul of naval aviation support equipment (SE). The SERF requires a new HVAC system to replace the existing failing components to meet its function, address a safety issue every time the PWD shop and Fire department do inspection or maintenance work on the facility, and provide CO sensor on exhaust system. The floor requires paint recoating, striping and marking. Exterior doors and some windows need replacement, fire alarm is old and requires MNS feature, building requires lightning protection, AT/FP compliant exterior doors/windows, and seismic retrofit. CURRENT SITUATION: The SERF Maintenance Shop, building 497 is a one-story high ceiling building. The AHU of its HVAC system are elevated as per there original design. The HVAC system is deteriorating, and the AHU with all its ducts and pipes above ceiling needed to be relocated at ground level making it accessible when doing inspection and maintenance work. As of January 2016, six of the seven AHUs broke down and no heating available in the maintenance shop area that the tenant has to purchase six electric mini heaters aside from the two kerosene heaters that PW Seabees have provided for temporary heating during this coldest months of winter. The exhaust system lacks CO sensor and DDC to automate the exhaust fan speed insuring efficient continuous supply of fresh air. Fire alarm system is old and obsolete. Floor coating and paint striping/marking are fading and peeling. Exterior doors and some windows are deteriorating or broken. The building lack lightning protection and requires seismic retrofit. Since building 497 was constructed in 1970, it is assumed to have lead-based paint. Submittal Requirements: Statement of Capabilities, Interested firms may submit the information as follows: I. Technical qualifications, capabilities, capacity, and experience to perform the project set forth in this notice Sources Sought. The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy s decision to proceed with the acquisition of the Project. Interested firms must submit a SOC, which describes, in detail, the firm s capability of providing these services at various Military and other Federal facilities worldwide. The Firm s SOC shall include the following: (1) full name and address of the firm; (2) year firm was established; (3) name of two principals (including titles, telephone and fax numbers; (4) indicate if the firm is registered in the Department of Defense (DOD) database or System for Award Management (SAM) at www.sam.gov, include the Firm s DUNS Number and CAGE Code; and II. Firm s Past Performance information of projects performed similar to the project stated herein. List up to three to five projects performed within the last five years. Provide information on recent past projects that best illustrate the Firm s qualifications for this Project. Provide information on experience of key personnel showing experience in providing inspection/assessment services. Provide the following information for each project listed: a) Contract number and project title; b) Name of contracting activity; c) Administrative Contracting Officer s name, current telephone number; d) Contracting Officer s Technical Representative or primary point of contact name and current telephone number; e) Contract type (e.g., cost plus, requirements, firm fixed-price, indefinite delivery/indefinite quantity, or combination); f) Period of performance (start and completion date); g) Basic contract award amount and final contract value; h) Summary of contract work. i) If award fee or award term incentivized, average performance rating received. The Government reserves the right to request additional information as needed, from any and all respondents. Submitted information shall be UNCLASSFIED. The Firm s SOC must be complete and sufficiently detailed to allow for a determination of the firm s qualifications to perform the defined Project. The SOC must be on 8 by 11-inch standard paper, single spaced, 12 point font minimum and is limited to 20 single sided pages (including all attachments). III.
