- Attachment 5 DHS 700-23 Subcontracting Plan Review Checklist Attachment 4 Delivery Order Instruction Attachment 3 SOW for Extended Shelf Life Water Attachment 2 SOW for Bottled Water Attachment 1 Price Schedule Solicitation THIS IS A REQUEST FOR PROPOSAL (RFP), for the Supply of Bottled water and Extended Shelf Life water. The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Logistics Management Division (LMD) is issuing a Request for Proposal (RFP) HSFE70-17-R-0019 for Bottled water and Extended Shelf Life Water support FEMA anticipates awarding multiple awards indefinite- delivery indefinite -quantity Firm Fixed Price Contract with a one (1) Base Year period and four (4) one-year option periods to begin on or before September 28, 2017. Option years will be exercised at the sole discretion of the Government. This is a full and open competition. Please review the entire solicitation and all attachments carefully. Proposals are being accepted at this time and must comply with the Offeror's Instructions found in Section E of the RFP. ALL QUESTIONS ARE DUE NLT 12:00 NOON EST ON JUNE 16, 2017. All questions should be submitted via email to jonathan.igwebueze@fema.dhs.gov. Government response to submitted questions will be posted on FBO. ALL PROPOSALS ARE DUE NLT 12:00 NOON EST ON JUNE 30, 2017. The procurement will be commercial items acquisition IAW following FAR 12.
