Description
This synopsis provides notice of the Government's intent to award an extension in accordance with FAR 52.217-8 to CGI Federal, Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033. This effort will provide continuity of the core critical mission of the Central Kitting Activity (CKA) - assembly and delivery of Technical Directive Kit's to Fleet Readiness Centers (FRCs) and Fleet units for aircraft incorporation. A follow-on competition is currently in process with NAWCAD, AIR-2.5.1; however, award will not be complete prior to the end of the current period of performance of N00178-04-D-4128-M802, which is 4 September 2017. This extension covers a period of performance of six (6) months. The period of performance will commence on 5 September 2017 and end on 4 March 2018. Due to the ongoing nature of the projects currently being performed under Contract N00178-04-D-4128-M802 and the need to continue these services without a break in support, CGI Federal, Inc. is the only practical source for providing the necessary continuation of these services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the six (6) month period would not only result in a break in service but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Per FAR Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy requirements," CGI Federal, Inc. is the sole source capable of providing these efforts without creating an impact on project schedules and operations that would be caused by a break in service. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, the Government has determined that it is in their best interest to extend the current task order via FAR 52.217-8.
