Description
THIS ACTION IS FOR AMENDMENT ONLY TO THE ORIGINAL PRE-SOLICITATION NOTICE. THE ESTIMATED AWARD AMOUNT AND THE PERIOD OF PERFORMANCE ARE CHANGED AS NOTED BELOW IN THE SUMMARY. AGAIN, THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Special Operations Command (USSOCOM), Acquisition, Technology, and Logistics (SOF AT&L), Procurement Office-KR intends to amend this sole source contract awarded to AAI Corporation, 124 Industry Lane, Hunt Valley, Maryland. The contract provides a continuation of services under contract H92222-16-D-0032 (formerly H92222-12-D-0008) and is a short-term extension to cover the gap in services while transition to MEUAS III multiple award contracts is completed and the sites operational. AAI will provide Contractor-Owned, Contractor-Operated (COCO) Mid-Endurance Unmanned Aircraft System (MEUAS) Intelligence, Surveillance, and Reconnaissance (ISR) services. The estimated award value is increased from $75 million to $105 million dollars for continuation of sites ranging from 300-900 flight hours per month. The period of performance will continue from 28 June 2017 and be extended for (up to) an additional 12 months. he U.S. Special Operations Command (USSOCOM), Acquisition, Technology, and Logistics (SOF AT&L), Procurement Office-KW intends to solicit, negotiate, and award a sole source contract to AAI Corporation, 124 Industry Lane, Hunt Valley, Maryland. The contract will be a continuation of services provided under contract H92222-12-D-0008 and is short-term to bridge the gap in services until a longer-term competitive contract is awarded. AAI will provide Contractor-Owned, Contractor-Operated (COCO) Mid-Endurance Unmanned Aircraft System (MEUAS) Intelligence, Surveillance, and Reconnaissance (ISR) services while operating at multiple simultaneous sites worldwide. The estimated award value is $75 million dollars for continuation of three sites ranging from 378-700 flight hours per month and any emerging requirements. The anticipated contact type is an indefinite-delivery, indefinite-quantity firm-fixed price contract with a six-month base period and two three-month options. The base period of performance is estimated to begin May 2016. The effort is pursued on a sole source basis under the statutory authority 10 U.S.C. § 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. USSOCOM has an immediate need for an interim solution for continued COCO MEUAS ISR services, 24 hours per day, seven days per week, at multiple simultaneous sites worldwide. The bases for restricting competition are the unforeseen delays in the award of a new MEUAS III contract, substantial duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delay or break in service to field the Government's requirements through any other sources. This bridge contract is a separate acquisition effort from the ongoing MEUAS III acquisition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis in no way constitutes issuance of a solicitation. Any quotes or offers received in response to this notice must indicate clear, compelling evidence that competition will be advantageous to the Government. The Government is NOT liable to pay for or reimburse preparation or other costs of any companies or entities that respond or provide capability information.
