- CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform various repairs on airfield runways, taxiways, airfield lighting and signage at Muwaffaq-Salti Air Base (MSAB) located at Azraq, Jordan. The scope of the work includes: mill and overlay asphalt repairs on Runway 13/31 and two (2) adjacent Taxiways, full depth keel replacement on Runway 31, airfield lighting replacement on Runway 13/31 and five (5) adjacent taxiways, replacement of aircraft arrestor pits. Some of the work will include repairs by replacement. A materials access road network and on-site batch plant are envisioned. The location is an operating airfield base near Azraq and will remain operational during the repair effort. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $10,000,000 and $25,000,000 with an anticipated period of performance of 550 days after issuance of the Notice to Proceed.   PROJECT INFORMATION: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM), has a requirement from the United States Air Force for the repair of various elements associated with the Primary Runway (Rwy 13-31) at Muwaffaq Salti Air Base (MSAB), Jordan. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the repair effort contained in the scope of work. The Statement of Work (SOW) will set forth the requirements which describe the design-bid-build / site adapt effort for repair of Runway 13-31 and supporting features at MSAB in Jordan. The scope includes asphalt repairs to the primary runway, concrete joint repair and replacement in both concrete touchdowns, replacement of the existing aircraft arrestor vaults, replacement of associated airfield lighting fixtures, and asphalt repairs to shoulders and connecting taxiways to facilitate the phasing plan. The work shall be phased in accordance with the contract documents in order to provide continuity of flight operations and access to the alternate runway. All work shall be accomplished in accordance with (IAW) the contract specifications, drawings, and as directed by the Contracting Officer. This synopsis IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government, as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The Government reserves the right to use only the internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the website for amendments to this solicitation. Accordingly, prospective contractors may view and/ or download the solicitation and all amendments from the FedBizOps address after solicitation issuance. The RFP will be posted to FBO and will not be emailed directly to interested parties. PREBID MEETING & SITE VISIT: A pre‐bid meeting and project site visit will be held at Muwaffaq Salti Air Base, Azraq, Jordan. The anticipated date is on or about 26 June 2017. At the pre‐bid meeting, Government representatives will highlight specific contract requirements.The objective is to provide an information exchange between potential bidders and the Government to avoid the possibility of misinterpretation of the contract requirements. In order to attend the pre‐bid meeting and project site visit, potential Offerors must register and submit pertinent information to obtain clearance from the Royal Jordanian Air Force to access the Base. Only personnel approved by RJAF will be granted access. The information vetting and clearance process takes approximately fourteen (14) calendar days. The Government will limit the number of attendees to TWO (2) from any individual firm. Interested parties shall provide completed access request forms via email to Mr. Sherif Rizk, Sherif.W.Rizk@usace.army.mil The mail shall be titled "W912ER-17-R-0024 Site Inspection - Clearance Request". The Corps of Engineers strongly encourages all potential Offerors to register and submit access request information in a timely manner. Detailed instruction and information regarding the pre‐bid meeting and project site visit will be included in the forthcoming solicitation.
