- ***Amendment 1*** This announcement is a Market Survey refresh for Emergency Transceiver Radios and is for informational purposes only. This announcement is not a Screening Information Request (SIR) or Request For Proposals (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA will make no contract award and will not procure any material via this announcement. The FAA welcomes vendor comments by submission of the attached ETR Market Survey Response Form but will not provide feedback to vendor responses or comments on SIR sections. To ensure full consideration by the FAA, responses to this Market Survey Refresh must be received by the FAA Contracting Officer at Benette.Chen@faa.gov no later than July 2, 2017 at 5:00 P.M. Eastern Daylight Time and must include ETR MARKET SURVEY REFRESH/DRAFT SIR RESPONSE in the subject line of the email message. The individual e-mail responses including attachments must be less than 10 MB. As such, vendors are permitted to submit their responses via multiple e-mails if necessary due to the size constraints. Vendors must not password protect or compress (e.g., zip ) any submitted files. All interested parties are advised that the FAA will not pay for any information or any administrative costs associated with any response to this Market Survey announcement. Therefore, all costs associated with Market Survey submissions will be solely at the interested parties expense. A.Purpose of Announcement In accordance with the FAA s Acquisition Management System (AMS) policy paragraph 3.2.1.2.1 (Market Analysis), the purpose of this announcement is to inform industry of the FAA s continued interest in a stand-alone Emergency Transceiver Radio (ETR) that includes a microphone, antenna, batteries, charger, etc. The market survey refresh will update information obtained from a prior market survey conducted in February 2016. B.Instructions Based on the background information provided below, interested vendors are requested to respond to questions presented in the ETR Market Survey Response Form included in this announcement. Included in the ETR Market Survey Response Form is a comment matrix for vendors to provide feedback on the three draft ETR documents included in this announcement. Also, as part of the Market Survey refresh, please complete the Business Declaration Form. C.Background The FAA desires approximately 2,000 transceiver units over an 8-year contract period that provide both Very High Frequency (VHF) and Ultra High Frequency (UHF) operation for air traffic control (ATC) in the event of a catastrophic failure (facility fire, bomb threat, severe weather, etc.). The transceivers would replace normal ATC terminal environment functionality during the critical 60 minutes after such an event. D.General Requirements Transceivers: The primary configuration will be a transceiver that can be grab and go with battery operation only for quick emergency use when the facility is evacuated (fire, bomb threat, etc.). The operational frequencies are VHF 118.000-136.975 MHz using both 25 kHz and 8.33 kHz channel spacing and UHF frequencies of 225.000-399.975 MHz using 25 kHz channel spacing. The modulation pattern will be DSB-AM. A typical emergency ATC event will require the use of multiple VHF and UHF channels, therefore an important characteristic required of the ETR is protection from interference generated by another closely spaced ETR transmitter carrier, noise, or other spurious emissions. The capability to operate in close proximity (co-location) with other ETRs is of primary importance. There are operational requirements for a minimum of three identical ETRs in close proximity to each other. The ETR must allow for continuous operation and continued charging of the batteries when its power supply is plugged into either a 120 VAC power source or a 12 VDC power source. The charger should have a trickle charge capability to keep the batteries at the optimal voltage level at all times. The current battery operational capability will utilize a 50% duty cycle (transmit vs. receive). It is preferred that the weight of the ETR is less than 20 pounds with batteries. Other Contract Requirements: Other planned contract requirements will include equipment warranties, replacement parts, and contract deliverables such as those required for program management planning, configuration management, logistics support, and testing. The Contractor must also develop and deliver training materials for FAA personnel responsible for operating, maintaining, and performing second level engineering of the ETR equipment. The FAA may also require the Contractor to provide technical support services via task orders for any unanticipated tasks during ETR deployment.
