Description
This is a Synopsis Notice for Multi-Function Support Services at Naval Construction Battalion Center (NCBC) Gulfport and outlying areas within the NCBC Gulfport Area of Responsibility (AOR). The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Courtney Peterson, Contract Specialist, (904) 542-8815. The proposed solicitation number is N69450-17-R-1705. The work will include, but is not limited to, all labor, management, supervision, tools, material, and equipment required to perform facility investment, custodial, grounds maintenance and landscaping, and wastewater services at NCBC Gulfport, MS and outlying areas within the NCBC Gulfport AOR. The facility investment services include maintenance and repair of vertical transportation equipment, door systems, HVAC systems, and fuel systems; the wastewater services will primarily include cleaning of sewer lift stations. This requirement is performance based. The proposed contract type is a facilities support indefinite quantity contract with options. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $38.5M dollars. The contract term is anticipated to be a base period of one year and four one-year option periods, for a total contract performance period not to exceed five years (60 months). The firm-fixed price/recurring work base year requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause. This contract will replace the following six contracts: N69450-12-D-7586, N69450-13-D-3566, N69450-14-D-3579, N69450-14-D-3586, N69450-15-D-4142, and N69450-16-M-4149. Information about the current contracts and the incumbent contractors (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Market research was performed in accordance with FAR 10.002(b)(2). As a result of the market research, the Contracting Officer recommended soliciting as a competitive Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The NAVFAC Southeast small business office and the Small Business Administration (SBA) Procurement Center Representative concur with the set-aside determination. As a result, the proposed Request for Proposal (RFP) will be issued as a competitive SDVOSB set-aside. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. A two day site visit is scheduled for Tuesday, 27 June 2017 and Wednesday, 28 June 2017 at NCBC Gulfport. All contractors must comply with the completion and submission of the Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 (APR 2014) Form and the Request for Employee Access (CNRSE 5200.1 Form 2) Form to gain access to the base for the site visit. The forms shall be completed and submitted via email to courtney.j.peterson@navy.mil and madeleine.morton@navy.mil by 2:00 PM EDT, 19 Jun 2017. Only cleared Contractors will be allowed to participate in the site visit. The forms are provided as attachments to this notice. Additional details regarding the site visit will be provided in the solicitation. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of RFP issuance is on or after 15 Jun 2017.
