Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ¿market search ¿ to determine potential small business sources in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. A brief description of the work is as follows: The EPA Assessment and Standards Division (ASD) of the Office of Transportation and Air Quality (OTAQ) is responsible for the collection, organization, and analysis of emissions data from mobile sources of all types. Meeting this requirement involves the measurement of emissions, and the organization and analysis of emission and activity data from a variety of both on road and nonroad vehicles, engines, and equipment. These activities, in turn, serve to provide input to OTAQ ¿s mobile source emissions models, including its Motor Vehicle Emissions Simulator (MOVES) tool. These models are used by OTAQ, state and local governments, and academic researchers to estimate current and future emission and air quality inventories. The goal of this multi-year contract is to obtain technical support to ASD in its roles of emissions research and inventory estimation using data and information collected or compiled by OTAQ as well as from a variety of external sources. Relevant and useful data may be measured in the laboratory using various instruments and techniques, or in the field during normal operation using portable instruments. In addition, data may be collected through surveys involving interviews or questionnaires, or from existing data sets collected in unrelated contexts for other purposes. Relevant data may be empirical or developed through designed experiments. Specific areas to be addressed in capability packages are as follows: (1) Capabilities to provide literature search and peer review; (2) The capability to develop questionnaires, surveys, and ICR support; (3) Capabilities to perform data collection activities including population sampling, preparation for data collection, emissions and activity measurement, Remote Sensing Device (RSD) support, obtain test vehicles/equipment, verifying and formatting of emission data/results, and documentation and analysis of emission data/results; (4) Capabilities for test procedure development; (5) Capabilities to provide comprehensive data and database Support for Inventory Model Development including vehicle fleet and population characterization analyses, activity data analysis for mobile sources, inventory model documentation and outreach services, virtual operations computing support/parallel processing services, mobile source model execution support, and mobile source inventory development support; and (6) The capability for meeting planning/logistics and presentation services. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the Performance Work Statement (PWS). The applicable NAICS code is 541620 (Environmental Consulting Services) with a standard size of $15 million. It is anticipated that the contract will be a Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) type contract starting February 1, 2018 with a one-year Base Period and four Optional Periods of 12 months each. Approximately 4,000 base LOE hours are anticipated for each contract period and in addition up to 16,000 hours will be available as quantity options under the base and each option period for a maximum potential total of 20,000 LOE hours per period and 100,000 over the potential five-year contract duration. Due to conflict of interest concerns, the Government anticipates exclusion from award all large-volume and small-volume automotive manufacturers, all on-road and non-road engine and vehicle manufacturers, all oil companies (petroleum refiners, fuel distributers, and fuel sellers), and any firms whose primary business involves the manufacture, sale, or resale of emission testing equipment (including IM240 equipment). Specific excluded sources shall be identified in the solicitation. ANY INTERESTED SMALL BUSINESS should submit a capability statement which demonstrates the firm ¿s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran-owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
