- Performance Work Statement Request for Information TERADYNE L-SERIES, SPECTRUM, AND TS128 TEST SYSTEMS MAINTENANCE AND REPAIR REQUEST FOR INFORMATION CAUTION: This Market Survey/Request for Information (RFI) is being conducted to identify potential sources that may possess the repair data, expertise, capabilities, and experience to perform calibration, preventive maintenance, unscheduled maintenance, provide replacement parts, and perform repairs on Teradyne L-Series, Spectrum, and TS128 Automatic Test Equipment (ATE) and components for the 402d Electronics Maintenance Group (EMXG) and 402d Software Maintenance Group (SMXG) at Robins Air Force Base, Georgia. Contractor personnel will require a SECRET Security clearance for proper accomplishment of contract requirements. NOTE: The Government does not own or have access to the data for the Teradyne systems. There is no equipment available for loan or reverse engineering. The Contractor shall provide all travel, transportation, labor, tools, material, parts, and equipment as required to support the calibration, preventive maintenance, unscheduled maintenance, replacement parts, and repair of Teradyne L-Series, Spectrum, and TS128 Automatic Test Equipment (ATE) and components for the 402d Electronics Maintenance Group (EMXG) and 402d Software Maintenance Group (SMXG) in buildings 640 and 645 at Robins Air Force Base, Georgia. The current sole source contract was awarded to Teradyne, Inc. Contractors/Institutions responding to this Market Research are placed on notice that participation in this Market Survey/RFI may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a document containing a brief description of the requirement and a Contractor Capability Survey, which allows you to provide your company's capabilities. The Performance Work Statement for this requirement is attached. 2. If, after reviewing these documents, you desire to participate in the Market Research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 2 a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Questions relative to this Market Survey should be addressed to the requiring activity. 3 TERADYNE L-SERIES, SPECTRUM, AND TS128 TEST SYSTEMS MAINTENANCE AND REPAIR REQUEST FOR INFORMATION PURPOSE/DESCRIPTION The Government is conducting Market Research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements to support the calibration, preventive maintenance, unscheduled maintenance, replacement parts and repair of Teradyne Automatic Test Equipment and components at Robins Air Force Base, Georgia. Our acquisition strategy is a five-year service contract consisting of a basic year plus four 1-year options. The Teradyne systems and components are utilized during repair processes for Avionics Line Replaceable Units and Shop Replaceable Units for F-15 aircraft, the Joint Surveillance Target Attack Radar System, C-130 Special Operations Forces aircraft and Low Altitude Navigation and Targeting Infrared for Night and Joint Helmet Mounted Cueing System weapon systems. Calibration, maintenance, and repair for Teradyne systems and components has been provided by the Original Equipment Manufacturer (OEM), Teradyne Inc. for the last 11 years. Teradyne owns proprietary data for their hardware and software that is needed to service and repair the equipment. In order to perform the required services a Contractor would need access to the proprietary system data. The Teradyne systems are based on commercially available systems that have been modified to comply with military specifications. The Government does not own any data rights associated with the Teradyne systems. The current contract, FA8571-15-C-0004, was awarded sole source to Teradyne, Inc. on 3 March 2015 and expires on 8 March 2018. It consists of a basic year plus two 1-year options. Describe your company's past experience calibrating, maintaining, repairing, and providing parts for Teradyne L-Series, Spectrum, and TS128 Automatic Test Equipment and associated components including M-910 and M-925 series circuit cards. Include a description of the work performed, agency/organization supported, point of contact information, and any contract numbers. (1 page limit) 3. Describe your company's experience and/or capabilities providing on-call telephone assistance and on-site response for troubleshooting and sustaining Automatic Test Equipment. (1 page limit) 4. Describe your company's approach to providing parts supply/support for Teradyne systems. (1 page limit) 5. Describe your technicians'/engineers' access to technical data or authority referenced when troubleshooting/repairing Teradyne Automatic Test Stations. (1 page limit) 6. Describe your experience working on equipment for use in military applications and your capability to provide service technicians with SECRET security clearances. (1 page limit) B. Repair Questions: 1. Describe your field service capabilities for inspecting, maintaining, calibrating, and repairing existing Teradyne systems, both hardware and software, to solve maintenance and support problems in a depot maintenance environment.
