- The US Army Corps of Engineers - Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) intends to add scope to Contract W9132V-16-C-0005 on a sole source basis in accordance with the authority provided in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.032-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The following subtask will be modified to read as follows: 3.1.2.1 Sage Tactical Decision Aid (TDA) Development. The contractor shall perform research and development necessary to construct new Sage TDAs that support military decision-making in both tactical and garrison environments. As part of this effort, the contractor shall conduct literature reviews of mathematical algorithms, existing and current doctrine, as well as emerging Tactics, Techniques, and Procedures (TTPs). The Contractor shall determine appropriate planning considerations for logical decision-making specific to mission requirements. The contractor shall produce three design documents that represent three TDAs. Each TDA design document shall include purpose, analytical steps, description of output(s) based on military doctrine, and sample TDA output. The government will select two out of the three TDA design documents, for which the contractor shall produce a complete TDA. As part of this effort, the contractor shall design and develop algorithms, combining mathematical functions with relevant physical science principles, to automate the processes and analyses contained in the TDA design document. The contractor shall construct these TDAs using Esri Models and Python scripts within the Esri Model Builder environment The following subtask will be added as follows: 3.1.2.5 Assessment of Sage Tactical Decision Aid Design. Conduct site visits to present research findings (from task 3.1.2.1) - to subject matter experts to get consensus on the findings. After the completion of the design document (from 3.1.2.1), contractor will conduct site visits and provide Sage demonstration with the notional TDA for stakeholder assessment. The above may require up to six trips, 1 person, 3 days, in the United States, with one possible 1 person, 6 day, OCONUS trip. This additional task will require extension of the contract by 60 days. Current contract holder Michael Rainey and Associates, LLC has been identified as the only source capable of providing these services. No other source can satisfactorily perform this additional scope without first completing all preceding work under contract # W9132V-16-C-0005, including the aforementioned subtask 3.1.2.1. Use of another vendor would produce unacceptable schedule delays and duplication of costs for the Government. As well, Contract # W9132V-16-C-0005 was competed in August 2016. Two offers were received, with only Michael Rainey and Associates, LLC being determined technically acceptable. The associated North American Industry Classification System (NAICS) code is 541990, which has a size standard of $15.0 (in Millions of Dollars). This Notice of Intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 011:00 AM EST, 22 June 2017 to: andrea.d.knowles@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
