- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to negotiate a Firm Fixed Price contract and will utilize procedures under FAR Part 13, Simplified Acquisition Procedures for Certain Commercial Items as required by the CREDO Program (Chaplain Religious Enrichment development Operation) for a Personal Growth Retreat. This retreat will allow participants to get away from stress and usual environment. The CREDO Program requires a 3 to 4 star diamond resort, inn, and boutique hotel or retreat center. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 8 June 2017, by downloading the documents at the Neco Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notices is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 531120 with a Size Standard of 27,500,000. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
