Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The National Cemetery Administration (NCA) is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. NCA is seeking interested sources (contractors) for a near-future solicitation. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is evaluating the market to determine if there are commercial vendors with the capacity to assist NCA with providing mail processing services. III. Requirements: The principal objective of this contract is to collect, receive, separate, and convert all incoming mail to electronic images; and deliver those images to Quantico Regional Processing Center (QRPC) and to provide ancillary service as described below, related to MPS functions. These tasks will be in support of all MPS operations. Collect, receive, open, review, separate and prepare for electronic imaging, all incoming mail for MPS. Mail will be separated into categories/bins and imaged/disposed of. Coordinate and interact with NCA Quantico Regional Processing Center (QRPC) and MPS staff to establish a method for transferring electronic images to VA systems, and on an ongoing basis to monitor images for quality and to correct deficiencies in document quality and/or errors. Properly store, secure and dispose of hardcopy (paper) documents after they have been converted and transferred to VA as electronic images in accordance with applicable federal and VA rules, regulations, policies and procedures for document management. Contractor will store hardcopy documents at the government facility for a period of 15 days after which time, hardcopy documents will be shredded on-site by a government provided shredding company. Contractor will retain on file, copies of invoices from the shredding company which certify the quantity of boxes of documents shredded. The work to be performed shall be to collect and receive incoming documents, break them down by category and perform all functions necessary to convert designated documents to electronic images that are as clearly readable as the originals at the actual (100%) size, and assign each batch to the appropriate bin. Quality controls are to be in place to monitor documents and ensure they are clearly readable when viewed. The work will have a direct impact on the accuracy and efficiency of services provided to the public by personnel in the operating elements. The finished product shall have a direct impact on the individual workload of case managers, program specialists and assistants, applicant assistants, site supervisors, and program managers within MPS. The work also serves to enhance the overall efficiency of the mail processing and electronic document management processes in MPS. The work shall require occasional contact with the government technical representative for the purpose of resolving information technology problems such as network access. Operational problems such as the determination of what bins to place documents in will be directed to the appropriate MPS point of contact. IV. Submittal Information: Responses will assist in determining the acquisition strategy used for this procurement. For example, if enough responsible and capable Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSB) respond, the acquisition strategy will most likely be a SDVOSB or VSOB set-aside; therefore, interested vendors who are responsible and capable of performing the work are strongly encouraged to respond by the date specified. At this time no acquisition strategy has been decided. The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, Telephone Number, and e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Experience Please provide no more than three (3) contracts that your company has performed within the last five (5) years that are related to mail processing services. Experience in coaching services related to senior level positions. Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in the draft statement of work. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners contact information. Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. B. Capabilities / Qualifications A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. If, you are a Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, please provide a copy of your verified VETBIZ VIP capabilities. Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement.
