The building is a structurally sound 3-story (basement, ground floor, second floor) concrete building built by the US Army Corp of Engineers in the 1940s. It was subsequently renovated multiple times in the 1970s and 1990s, prior to being turned over to Panama. Since the turnover, much of the building has fallen into disrepair and some building systems are completely inoperative, such as the central air conditioning system. To improve the operations and security of sensitive Panamanian law enforcement units, INL Panama and the Ministry of Public Security represented by the Judicial Investigations Department of the National Police are collaborating with funding to renovate Building 115.
