CONTRACT INFORMATION: General. A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is $7.5M. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-100 Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. c. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude for construction (not design) of this project is between $1,000,000 and $2,000,000. SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the Alexandria Health Care System Evaluation Board in accordance with FAR 36.602-5(a) and the selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. Professional qualifications necessary for the satisfactory performance of required services; (FAR 36.602-1 (a)(1)) provide key personnel, it is expected that the individuals identified as key personnel will be performing tasks under the resulting contract. Include resumes for key personnel of proposed sub-consultants for all engineering disciplines: electrical, data communication, mechanical, civil, structural, environmental, interior design, LEED, commissioning and cost estimating. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (FAR 36.602-1 (a)(2)) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. (VAAR 36.602-1 (b)(3)) Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. Cost control effectiveness and estimating accuracy. PROJECT INFORMATION: DESIGN SCOPE OF WORK Convert Laundry to Distribution Storage/Building Deficiencies (A/E) DEFINITION AND ACRONYMS: Pre-Construction Risk Assessment (PCRA), Interim Life Safety Measures (ILSM), Request for Proposal (RFP), Certified Independent Third-Party Safety Professional (CITP) National Fire Protection Association (NFPA), The Joint Commission (TJC), Facilities Condition Assessment (FCA). Competent Person (CP), Contracting Officer s Representative (COR), Central Energy Plant (CEP) GENERAL REQUIREMENTS: 1. The Architectural/Engineering Consultant (A/E) shall provide all architectural and engineering services necessary to prepare complete contract documents consisting of specifications, drawings, and any other documents for bidding purpose and AE construction period services for services for preparation of construction documents, cost estimates and other items as indicated to accomplish the conversion of the existing laundry to a distribution storage facility. Work shall include, but is not limited to, the above detailed requirements which are to be considered a basic part/minimum requirement of this project and shall be fully developed by the A/E, discussed and resolved with Alexandria VA Health Care System staff. The A/E shall schedule and conduct an initial pre-design meeting and field visit with the VA personnel consisting of: Engineering personnel, Safety Officer and other VA personnel as necessary. The purpose of this meeting/field visit is for all parties involved to fully define and understand the Scope of Work necessary for the A/E to design and prepare contract documents consisting of plans and VA specifications to convert the existing laundry to a distribution storage facility. The A/E shall perform any other necessary investigative work, i.e, meet with or communicate with VA staff regarding design layout. The design and resulting construction must, as a minimum, be in accordance with all applicable codes, (NFPA, JCAHO, NEC, UPC, UMC, ASME, ASHRAE, EPA) and Department of Veterans Affairs (VA) publications, Master Construction Specifications, Construction Standards, Design Guides and Standards. All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov; ASME, ASHRAE, OSHA, IBC 2009, IPC 2009, IMC 2009, NFPA, ABA, ABAAS, ADAAG and NEC building codes and standards. INVESTIGATIVE WORK: The A/E, with the aid of VA staff is to perform all necessary testing and investigative work in order to adequately design the project. Utilizing as-built drawings provided by the VA and design staff site visits, the A/E will investigate scope of required new construction. The A/E prior to starting design services is encouraged to make a site visit to the laundry facility located at the Gulf Coast VAHCS, 400 Veterans Avenue, Biloxi, MS to investigate new technology and design considerations for this distribution and storage facility. DESIGN CONSIDERATION: Design shall include, but is not limited to, the following: VA specification guidelines. Construction drawings Construction cost estimate ASHREA design considerations Other necessary design considerations. FEASIBILITY STUDY: The Architectural/Engineering Consultant (A/E) shall provide all Architectural and Engineering Services necessary to prepare complete feasibility study with several alternatives including cost estimates for each alternative to converting the existing laundry to a distribution storage facility and equipment maintenance shop. This study shall incorporate all design requirements listed below. The existing laundry is approximately 14,000 SF+/-. This study shall provide several alternatives utilizing the minimum space required for the distribution storage facility and converting the remaining space to an equipment maintenance shop. Major components for the distribution storage facility are as follows: Soiled laundry area Cleaned laundry area 200Lbs capacity pass though washer/extractor 170lbs capacity dryer Linen Flow Rack 16 6 Wx 7 6 H Soiled area storage for 25 carts 29.5 Wx59.75 Lx66 OH Cleaned area storage for 25 carts 29.5 Wx59.75 Lx66 OH Access to and from Truck Well and Dock from both laundry areas. Shelving to hold 10 day par level. Major components for the equipment maintenance shop will be determine based on the remaining space available and shall be incorporated in the design phase. The Architect/Engineer shall prepare a feasibility study and estimates so that all applicable codes are met. The A/E and their design teams will be required to attend a 0% pre-study meeting with the VA Health Care System personnel to outline the scope of the study. The A/E should be prepared to walk through the work site, take pictures, ask questions, take measurements, review as built drawings and VA specifications and gather any other pertinent information necessary to fully understand the scope of the study task. The A/E will also be required to complete this study within thirty (30) calendar days after date of order to proceed. The Architectural/Engineering Consultant (A/E) shall provide three (3) hard copies and one (1) electronic copy of the feasibility study and cost estimates. The VA staff shall have a minimum of 15 calendar days to review the feasibility study and cost estimates. If the VA workload does not allow for a thorough review within the 15 calendar day timeframe, the AE shall not proceed to the design phase until an alternative has been selected by the VA. The AE will be entitled to a time only contract extension for the number of VA review days beyond the 15 calendar days. DESIGN REQUIREMENTS: The Architectural/Engineering Consultant (A/E) shall provide all Architectural and Engineering Services necessary to prepare complete contract documents consisting of specifications, drawings, and any other documents for bidding purposes and A/E construction period services to convert the existing laundry to a linen distribution storage facility. This project includes but not limited to the removal of existing laundry equipment, water treatment equipment and existing utility piping that will no longer be in use or required. All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards for Environmental Management Service And laundry And Linen Operation. The Architectural/Engineering Consultant (A/E) design shall include re-designing the fire suppression system, adding theft deterrent windows and burglar alarm system. After removal of existing washers the design shall consist of installing a new 200Lb capacity washer. The A/E will design a wall to incorporate this washer and seal the soiled side from the cleaned side of the linen distribution storage facility. A/E shall design all utility requirements for the installation of a new 170Lb capacity dryer. The A/E shall design two (2) separate storage rooms within the proposed linen distribution storage space. The A/E shall design the renovation of the all offices, restrooms and break room within the linen distribution storage facility and equipment maintenance shop. The A/E shall provide a plan for the removal of the water treatment system in the basement. The A/E shall design the Security and Law Enforcement requirements per VA Directive 0730. The requirements shall include but not limited to theft deterrent windows, access-controlled egress doors, motion intrusion detectors, special key controls, and electronic physical access control systems. VA staff will provide A/E with Handbook 0730 for reference. The A/E shall design the conversion from conventional lighting system to a LED lighting system. Reduce the energy cost budget by 20% below the pre-renovation 2003 baseline. If pre-renovation 2003 baseline data is not available, the A/E shall calculate the energy consumption before renovation, compare it with the energy consumption after renovation, and document the mandated savings. A project classified as major renovation shall meet the following two criteria: (a) For a facility selected for renovation, the area of renovation is greater than 50% of the total area. (b) A project is planned that significantly extends the building s useful life through alterations or repairs and totals more than 30% of the replacement value of the facility. 12. A/E shall redesign the HVAC system to meet the requirements of the VA HVAC design requirements. The A/E shall design for the installation of a new flooring system. The A/E shall design this renovation to meet the VA Barrier Free Design Standards. All designs shall conform to the Architectural Barrier Act (ABA), Architectural Barrier Act Accessibility Standards (ABAAS) and Americans with Disabilities Act Accessibility Guidelines ( ADAAG). The A&E shall design an exit to accommodate a tractor and 53 trailer on the south end of the laundry. The A/E shall retain the services of a licensed professional Fire Protection Engineer. The qualifications and scope of service are as followed: 1. REQUIREMENTS: The Architect/Engineer (A/E) shall retain the services of a fire protection engineer (FPE) for all VA major and minor construction projects, and all NRM projects where the cost of fire protection work exceeds 50% of the total project cost. 2. QUALIFICATIONS: The FPE shall have each of the following qualifications: 2.1 A licensed professional engineer who: A Has a degree in fire protection engineering or B Has passed the principles and practices examination in fire protection engineering or C Maintains a current license in fire protection engineering. 2.2 Two years of experience in application and interpretation of National Fire Protection Association (NFPA) Codes and Standards and the model building codes. 2.3 Two years of experience in the design/review of automatic sprinkler and fire alarm systems, including: A. Automatic sprinkler and fire alarm system shop drawings. B. Automatic sprinkler system hydraulic calculations. C. Application and interpretation of NFPA 1, 10, 13, 14, 20, 24, 30, 45, 72, 75, 82, 90A, 99, 101, 220 and 241. 2.4 Two years experience in the design of health care facilities. 2.5 Two years experience in acceptance tests of fire protection systems. 3. SCOPE: The FPE shall remain on the A/E's project staff throughout project design and construction. The FPE must be directly involved in the design of fire protection systems or in responsible charge of: the design of fire protection features; review of fire protection equipment submittals and shop drawings; and participation of preliminary inspection and final testing of fire protection systems. The FPE shall provide to the A/E: 3.1. Consultation and review of fire protection and life safety requirements as addressed in the VA Fire Protection Design Manual. 3.2 Preparation of fire protection and life safety design (narrative) analysis report as required by VA Handbook PG-18-15 which addresses project compliance with all applicable requirements. 3.3. Preparation of fire protection drawings when required by VA Handbook PG-18-15. 3.4 Design of fire alarm and sprinkler systems. 3.5 Review of architectural, electrical, HVAC, plumbing drawings and related documentation during schematics, design development, and construction documents to ensure all fire protection requirements are coordination between disciplines. 3.6. Attending meetings with the A/E, VA facility and VA Headquarters to discuss the project during schematic, design development and construction document preparation phases. 3.7. Performance of field tests and site visits during the design process to verify the current capacity (flow and pressure) of water supply system based on flow testing of hydrants proximate to the building(s) where automatic sprinkler protection is to be installed, which include allowances for seasonal or daily fluctuations, industrial use demands, and future changes. Documentation shall include a flow curve on hydraulic graph paper. Note: Consult with public water supply authorities. Flow tests are not necessary if credible tests have been performed and documented within the past 12 months, and it is verified that neither VA facility or municipal demands will change in the near future. 3.8. Review of fire protection system shop drawings, technical data submitted by contractors and automatic sprinkler system hydraulic calculations for compliance with contract documents. 3.9. Interim inspections of job site to verify adequacy of fire protection system installation. 3.10. Witnessing final acceptance tests for newly installed fire protection systems. 3.11. Review the Fire protection system As-Built drawings prepared by the contractor. Review and approve fire protection maintenance manuals. SUBMISSION OF DOCUMENTS: The VA staff shall have a minimum of 15 calendar days to review and coordinate each A/E design submissions. If the VA workload does not allow for a thorough review within the 15-calendar day timeframe, the AE shall not proceed to the next design phase until comments have been received from the VA. The AE will be entitled to a time only contract extension for the number of VA review days beyond the 15 calendar days. The following specifies the documents, etc., required to be submitted by the consultant to the Contracting Officer for distribution for each scheduled review and the due dates for each submission. Dates indicated must be strictly adhered to. Working Drawings: General The Architect/Engineer shall design and estimate so that all applicable codes are met. The A/E and their design teams will be required to attend a 0% pre-design meeting with the VA Health Care System personnel to outline the scope of the design project. The A/E should be prepared to walk through the work site, take pictures, ask questions, take measurements, review as built drawings and VA specifications and gather any other pertinent information necessary to fully understand the scope of the design task. The A/E will also be required to make a formal presentation at the 50%, and 100% reviews in person. The A/E shall take written minutes of the pre-design meeting and all design reviews, in which he is in attendance, and provide the VA Health Care System with them within two (2) working days. The A/E shall establish a construction schedule. The A/E shall prepare a list of equipment and material submittals required by this project as separate specification section in the contract package. In each submission, the A/E shall incorporate all materials, procedures, etc., specified and all revisions according to comments made by either the Health Care System, Regional Safety & Fire Protection Engineer or VA Central Office where applicable. 25% Review - First Review required within thirty (30) calendar days after date of order to proceed. Submittal Letter Consultant shall provide a submittal letter addressed to the Contracting Officer stating documents submitted for 25% Review. Specifications Consultant shall provide (2) sets of edited, assembled and technical Project Specifications to the Project Engineer to be used on this project. Marked up standard specifications are acceptable. The most current VA Master Specifications shall be used on this project and are available on internet: http://www.cfm.va.gov/TIL/spec.asp Drawings Consultant shall provide a full set of project drawings showing the Basic Plan for each discipline involved. Final submission after completion of all the 100% review comments and corrections, the final contact documents shall be prepared, and submitted within thirty (30) calendar days from the date the VA staff returns their 100% review comments.. Submittal letter consultant shall provide a submittal letter stating that the changes and corrections noted on the previous review have all been evaluated and incorporated in the documents submitted for the final submission. List these documents: Provide as a minimum a 700mb recordable disk containing digital drawings and technical specifications and two hard copies. Drawings to be in AutoCAD and PDF format The Combined Specifications to be in Word and PDF Format The most current VA Master Specifications shall be used on this final documentation submission and are available on internet: http://www.cfm.va.gov/TIL/spec.asp A final cost estimate based on revisions made at 100% review and cost estimate of bid items if required. Totals Labor and materials for all branches of work. Contingencies None. Overhead and Profit A nominal percentage to reflect variation of trades, project size, competition, etc. Total Estimated Cost. A final set of design calculations (where applicable). A&E Design and AS-BUILTS only: The CD case shall have the full name of the firm, address, contact phone numbers, Project number (station number, year, the number of the project) and Set 1 of CDs if more the one CD is required, on the inside of the CD case only there shall be an index of drawings with page numbers and drawing numbers. The CD face shall contain the same information as the CD case except the index. The CD shall not have anything to unbalance it. All information shall be neatly typed and legible without the aid if any type of magnifying devises. All CAD data and project specifications shall be delivered on Compact Disk(s) (CD) 650MB or greater. All data files shall be organized using the directory structure (path) as outlined in the CAD Standards, Naming Conventions section of this document. All files shall be free of corrupted or unusable data. All CAD data shall be supplied in the latest version of the translation format, DWG. The contractor will be responsible for ensuring that all files shall translate to the VAHS's target CAD system, AutoCAD version 14 but not greater than AutoCAD 2011. The A&E shall ensure a separate layer identified as SQUARE FOOTAGE, with the length, width, and square footage of all mechanical, office, and patient area, corridors, etc. this layer shall have the total of existing renovated space, total of new construction and the total square footage of the entire renovated area. PRE-BID CONFERENCE the A/E is required to attend the pre-bid conference, which will be scheduled by the VA Health Care System, contracting and procurement section, prior to the bid opening date for the purpose of answering questions and clarifying the project specifications and drawings with prospective bidders. The project site will also be visited to verify existing field conditions and dimensions. PRE-CONSTRUCTION MEETING the A/E is required to attend the pre-construction meeting for the project which will be scheduled by the VAMC, Alexandria, LA for the purpose of answering questions and clarifying the bid documents, etc., with the contractor. The A/E is to provide five (5) complete sets of contract drawings and specifications to the construction contractor at this meeting. The A/E shall take written minutes of the pre-construction meeting and provide the VA Health Care System with them within five (5) working days. CONSTRUCTION PERIOD SERVICE REQUIREMENTS Review of submittals Consultant shall review all material submittals, shop drawings and test reports. Reviews shall be completed and submittals returned to the resident engineer with fifteen (15) calendar days from receipt of request. Review analysis of change order and costs consultant shall provide prompt response when contacted by resident engineer to review and provide analysis of change orders and costs. Site visits Consultant shall provide bi-monthly site visits throughout the duration of construction activities and one (1) final inspection for the project. (Please include price for additional site visits should they be desired by resident engineer.) The architect/engineer will also make a written inspection report within two (2) working days after each site inspection. Weekly Construction Phase Meeting --- Consultant shall be required to attend all weekly construction phase meeting in person or via tele-conferencing to discuss any issues or concerns the VA staff or contractor may have. One set of drawings / Markup Drawings shall be on site or in Job shack with all documented changes to the project. Must be legible and ready at any time for the COR to review while in the area. Once completion of construction this set of drawing will be turned into the COR so it can be given to the A&E to make all changes and create the final set of AS- BUILT drawings. In accordance with Alexandria VA Healthcare Systems Computer Aided and Drafting Standards. The A&E shall be responsible for obtaining a certified Test and Balance Agency that is capable of performing a system balance as per VA Specification Section 23 05 93 Testing, Adjusting and Balancing for HVAC that is non-affiliated to any contractor, architect, engineer or manufacturer. Test and Balance Agency shall be either a certified member of Associated Air Balance Council (AABC) or certified by the National Environmental Balancing Bureau (NEBB) to perform Testing, Adjusting and Balancing (TAB) service for HVAC. A submittal with the name of the selected Test and Balance Agency, plus the name and registration number of the certified Test and Balance Engineer, shall be submitted to the CO/COR for approval within thirty (30) days after award of the construction contract. MISCELLANEOUS: Following approval of the final (100%) review material, the A/E will provide the government with electronic sets of the approved contract, drawings and specifications. Drawings shall be furnished in AutoCad ® 2015 electronic format and one set of drawings in.pdf for distribution. The specifications shall include those sections prepared and edited by the Contracting Officer and shall be furnished in MS Word format. Specifications shall be of the most recent version on the VA Master Specifications TIL A/E will provide additional services as outlined in Special Provisions (Architect-Engineer Contract) including construction period services, site surveys, as-built drawings, etc. Design to be in accordance with applicable federal, state, and local codes (ASCE, ASME, ASHRAE, NFPA, JCAHO, OSHA, VA design guides and Master Specifications, etc.). Design shall be in accordance with Program Guide, PG-18-15, and Volume C of the TIL. The C&A requirements do not apply, and that a Security Accreditation Package is not required.
