Description
SYNOPSIS THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY BUSINESSES, ESPECIALLY SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB), AND WOMEN-OWNED SMALL BUSINESS (WOSB) CONCERNS CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The applicable NAICS Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance (size standard $20.5M). Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy for procuring MOCON preventive maintenance and calibration services. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. REQUIREMENT The US Army Natick Soldier Research, Development, and Engineering Center (NSRDEC) has a potential need to establish a preventive maintenance and service contract for seven (7) MOCON permeation modules, consisting of four (4) OXTRAN modules and three (3) PERMATRAN modules in order to ensure optimum systems operation, accuracy, and verify performance to factory specifications. Specific requirements of this service include: (1) Perform preventive maintenance on-site at the NSRDEC for each of the 4 OXTRAN modules and 3 PERMATRAN modules; (2) Conduct a general cleaning of the modules; (3) Calibrate each module; (4) Drain and fill the temperature control unit, check installed software, check firmware, clean test cell heads, TED and module case; (5) Check sensor temperatures, verify RH probes, check replaced O-rings, check installation of termination resistor, check reference film results, and verify spare part supply; and (6) Issue a Certificate of Compliance for each of the 7 modules upon completion of certification. Contractor Qualifications and Experience: The Contractor shall: (1) send a factory trained, field service representative to perform the preventive maintenance and calibration; (2) have demonstrated experience and understanding of operation of both the MOCON OXTRAN and PERMATRAN modules, and have the ability to perform diagnosis of the modules, with regards to valves, sensors, temperature controllers, and other critical parts and processes; (3) have the expertise to calibrate the modules traceable to National Institute of Standards and Technology (NIST) standards. Projected Deliverables: The Contractor shall provide (1) a report of findings resulting from the preventative maintenance screening, including general observations for each module, any problems with the modules that will require repair, and a list of spare parts that are required; (2) a certificate of compliance for each of the 7 modules listing the following: Instrument part number, signature of certifying technician, instrument serial number, instrument model, certificate number, suggested re-certification date, and a list of calibration equipment used including calibration date, instrument description and serial number; and (3) two levels of pre-calibrated NIST traceable calibration films as part of the certification package; each of the calibrated films has a water vapor transmission rate (WVTR) and/or oxygen transmission rate (OTR) in a different range. Documents shall be no more than 3 pages total, electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the email. No telephone responses to this RFI will be considered. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please provide information on your organization (not counted towards page limitations shown above): 1. If applicable, GSA schedule information. 5. All assumptions, including any assumed Government support. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. This sources sought is for information and planning purposes only and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be taken as a future commitment by the US Government to issue a solicitation. It is a market research tool being used to determine the availability and adequacy of potential business/small business sources prior to final determination of the method of acquisition, if any. The US Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a vendor not being considered as an interested party. All service-disabled veteran owned small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether a set-aside acquisition (if any) in lieu of full and open competition is in the Government's best interest.
