Description
It is the intent of the Bureau of Reclamation to award a sole source purchase order to DXP Enterprises, Inc. for gas detection meter maintenance. This action is authorized pursuant to an approved Determination to Solicit from a Single Source in accordance with FAR 6.302-1. This procurement is being conducted pursuant to Part 12 and 13 of the FAR. Since Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement, a Determination to Solicit from a Single Source has been prepared and approved by the Great Plains' Chief of the Contracting Office. The Government intends to award this requirement on or around June 22, 2017. Vendors that recognize they can fully provide the required service are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Interest no later than June 17, 2017. Responses received after June 17, 2017 may not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation, Attn: K. H. Gross, P.O. Box 1630 Mills WY 82644, or faxed to 307-261-5691, or e-mailed to kgross@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or "other than small business" under North American Industry Classification System (NAICS) Code 811219. The applicable Small Business Size Standard is $20.5 million. A determination by the Government not to compete this proposed action based on the responses to the notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The base year contract period is expected to be approximately June 22, 2017 to June 21, 2018. The anticipated award will include 4 Optional year periods that are expected to be approximately June 22nd to June 21st for 2018, 2019, 2020 & 2021. Services include the following: *Contractor to perform calibration and minor maintenance at MTAO, 2900 4th Ave N. Billings MT 59101. *Contractor to call to schedule to perform the requirements of this contract. *Contractor to perform calibration and minor maintenance on included monitors at contractor's facility if not available at MTAO during visit, delivered and picked up by bureau personnel. *Provide full calibration certification services (monthly) for 3 Industrial Scientific Ventis MX4 gas detection instruments. *Provide inspection, maintenance and cleaning of the monitors during calibrations as needed or recommended by the manufacturer. *Provide materials and labor to replace sensors and other consumables as needed and at an interval required by the manufacturer. *Contractor to provide all materials - including sensors - required by this contract. *Contractor not responsible for damage or abuse from BOR personnel to monitors. *Provide a monthly certification status report on 3 gas monitoring instruments. *Report damage, abuse or repairs beyond the scope of this contract to MTAO personnel immediately. *Equitable adjustment to the contract amount to be made if the number of gas monitoring instruments calibrated monthly is reduced or increased. *Provide contract pricing for replacement sensors (for monitors from outside of the Billings office), sensor replacement labor, calibration gas cylinders, batteries and sundries. NOTE 1: Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award. SAM is a Federal Government owned and operated FREE website that consolidated CCR, ORCA, and EPLS. The vendor's Duns & Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed through https://www.sam.gov/portal/public/SAM/ or by the Federal Service Desk at 1-866-606-8220. Note 2: Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The IPP website address is: https://www.ipp.gov.
